Goyang Special City (Mayor Lee Dong-hwan) is promoting eight smart services as a hub-type smart city development project, including digital twins, traffic optimization, demand-responsive buses, drone valleys, intelligent administrative services, smart poles and media walls, and data hubs.

The city was selected for the Ministry of Land, Infrastructure and Transport’s ‘Central Smart City’ public offering project in May of last year, and passed the ‘2024 2nd Local Finance Central Investment Review’ on the 25th. The detailed design will be completed by October and the smart city service will be gradually implemented by the end of next year.

The city signed a business agreement for mutual cooperation with eight companies, including Korea Land and Geospatial Informatix Corporation (LX) and Jinwoo ATS, at the end of last year and is preparing customized services for citizens. The total cost of the hub-type smart city project is 40.2 billion won, and the project will be carried out with 20 billion won of national funds, 20 billion won of municipal funds, and 200 million won of private investment.

Digital Twin, Building a Smart Administrative Platform… Improving Citizen Convenience and Administrative Efficiency

Digital Twin is a project that implements a virtual world identical to reality to build a three-dimensional urban space for the entire city. Using the virtual world, data can be obtained through simulation experiments (simulations) for urban planning, and the efficiency of policy decisions can be improved by reducing trial and error at a low cost. The city plans to use it for the 1st new city reconstruction and 3rd new city planning, setting the optimal route for urban air traffic (UAM), and real-time ground subsidence observation.

In the transportation sector, real-time data on vehicle movement and floating population are collected to establish a plan for optimizing traffic flow. 66 sensors for vehicle movement information and 240 sensors for measuring floating population are installed throughout Goyang City to collect data and use it for policy decisions such as restructuring of traffic routes, traffic impact assessment, and resolving population concentration.

In the administrative field, it will be built as a smart service platform closely related to citizens’ lives, such as civil complaints, administration, and health information. It can provide 365-day civil complaint automatic guidance and customized health management services, such as passports, illegal parking, permits, and various subsidies. The city plans to build a data integration platform that collects, standardizes, and processes data that is dispersed by case and provides customized services to users such as companies, citizens, and institutions.

The public transportation service operates demand-responsive buses. Instead of fixed bus routes and schedules, demand-responsive buses allow passengers to make advance reservations, receive calls via smartphone apps, and use buses flexibly through on-site payment. In addition, the city has established an integrated drone control system to utilize drones for various purposes such as facility inspections, forest fire monitoring, and disaster response.

In addition, smart poles that can simultaneously perform functions such as existing LED security lights, security CCTV, fine dust measurement, public Wi-Fi, and LED displays will be installed for multi-purpose use. In parks and major tourist attractions, electronic billboards (media walls) will be installed on the exterior walls of buildings to showcase various content and attractions.

Smart Safety Center, 9,000 CCTVs in operation… AI control to prevent crimes and accidents

Goyang Special City operates a smart safety center 24 hours a day, 365 days a year by providing real-time control, video information, expanding CCTV installation, and introducing an intelligent control system.

The Smart Safety Center is operating 9,126 CCTVs throughout Goyang City for crime prevention, illegal parking, vehicle crime prevention, and cultural property protection. It establishes a real-time emergency situation transmission system with police stations, fire stations, military units, and the city disaster situation room, and operates a close cooperative system. During the 8th local government election, 884 CCTVs for crime prevention were installed in 212 locations over the past two years, and 120 new CCTVs are being installed in 27 locations this year.

The city has introduced 2,000 AI-based intelligent control systems to overcome the limitations of human visual control and establish a rapid response system. The introduction of the intelligent control system has enabled customized video surveillance for each site using AI technology. Blind spots in control have been reduced, and the ability to respond quickly to abnormal signs such as fire, falls, and wandering has been improved.

Last year, CCTV control achieved 7,000 cases of crime, disaster, missing person, fire prevention, safety response, etc., and received 12 commendations and letters of appreciation from the police station. In addition, it played a direct role in solving cases by providing 8,000 video information on crimes, incidents, and accidents.

In addition, emergency bells are installed and operated at 1,630 crime prevention CCTV locations, including children’s protection zones, city parks, and high-crime areas. When the emergency bell is pressed in an emergency situation, the Smart Safety Center controller is connected to request assistance, such as situation guidance and response measures. In order to expand awareness of the crime prevention CCTV emergency bell, the city is conducting ‘Visit Crime Prevention CCTV Emergency Bell Safety Education’ for 8 elementary schools in the city that wish to receive education.
