Goyang City began opening public data in 2018 and has been steadily expanding the opening of public data. It opened 55 types of data over the two years of the 8th local government, and this year, it newly opened 21 types of public data, including building permit status and real estate transaction history. Currently, a total of 270 types of data are being opened, including the public data portal (data.go.kr), Gyeonggi-do public data portal (data.gg.go.kr), and local administrative permit data system (localdata.go.kr).
In particular, the Goyang City Big Data Platform (Victory) provides a visualization service for data that includes location information. If you access the data map in the Data World menu of the Goyang City homepage information disclosure menu, you can check 42 types of data in 9 fields, including public facilities, disaster safety, social welfare, and health care, on a map.
We are organizing and opening various public data, including data related to summer heat waves, such as the status of sunshade installation and heat shelters, larvae breeding sites, and the location of automatic pest repellent sprayers, as well as the status of snow removal boxes installed for the safety of citizens in winter.
CCTV location data is also being opened. CCTV locations opened in the local government permit data system and unmanned traffic surveillance camera location data opened in the public data portal can be checked for latitude and longitude. Opening of AI learning and Internet of Things data… Activation of convergence and complex data
Goyang City is opening up artificial intelligence (AI) learning data and Internet of Things (IoT) public data to enable companies to analyze and utilize public data and activate convergence and composite data.
Last year, the city opened AI-based children’s art psychology diagnosis picture data, built as part of the AI learning data construction project, to the AI hub. The picture data for children’s art psychology diagnosis was collected from 7,000 elementary school students in Goyang City, and labeled into 854,400 cases and 61 categories of images of houses, trees, and people (HTP).
Using the acquired data, the city developed an AI-based children’s art psychological diagnosis platform called ‘A-Mam-Ttae’ in collaboration with AI specialist company Insiter in 2022. The ‘A-Mam-Ttae’ platform has been used in child abuse prevention projects by local governments nationwide since its launch as it allows for quick testing at a low cost and without face-to-face interaction. It was selected for the city category of the 2022 World Smart City Expo Awards and won an encouragement award in the Gyeonggi-do Data Policy Excellence Cases last year.

Currently, among the 400 or so measuring point sensors in Goyang City, the data from the main building of Goyang City Hall is being uploaded on a trial basis, and there are plans to expand the opening of measuring points in the future.

Goyang City is opening public data by collecting metadata for systematic management of data and convenient search and use. Metadata is data that describes the structure, properties, characteristics, history, and terms of data. Last year, the city established a ‘Mid- to Long-term Opening Plan for Public Data Based on Meta Management System’ to review 52 systems by 2025 and gradually open them by 2027, and opened the illegal activity integrated management system data.
