Goyang City, hopes for Gyeonggi Province’s responsible promotion for the speedy normalization of the ‘K-Culture Valley Project’

Goyang Special City (Mayor Lee Dong-hwan) expressed his hope that Gyeonggi Province will swiftly and responsibly push forward with the K-Culture Valley project so that it can be normalized as soon as possible, regarding the cancellation of the CJ Live City agreement and the direction of the K-Culture Valley complex development project announced by Gyeonggi Province on the 17th.

On June 28, Gyeonggi Province announced the termination of its basic agreement with CJ Live City. Then, on the 15th, a resident briefing session was held for approximately 150 residents near Janghang-dong, where the progress of the K-Culture Valley complex development project, the background to the decision to terminate the agreement, and the future direction of the project were explained.

However, as citizens’ complaints and concerns grew over the sudden cancellation of the CJ Live City development project, which had been a long-awaited project for Goyang citizens for over 20 years, Gyeonggi Province held a press conference on the 17th to announce additional project promotion directions.

The K-Culture Valley project promotion direction announced by Gyeonggi Province is largely divided into three areas: ‘maintaining the original form,’ ‘rapid promotion,’ and ‘responsible capital expansion.’ First, the province announced that it will proceed with the K-Culture Valley project in its original form, rather than building residential facilities such as apartments in the K-Culture Valley.

In addition, he stated that the ‘public development’ will be promoted in the ‘Gyeonggi-do-unmin’ method, where construction will be jointly undertaken by Gyeonggi Province and GH, and operation will be undertaken by the private sector. He also stated that he will ▲review the establishment of a special account and ▲actively attract investment from overseas companies to ensure that responsible capital can be supported.

In response to Gyeonggi Province’s position, Goyang City stated, “It is true that we are not considering allowing residential housing such as apartment complexes or officetels in the K-Culture Valley project,” and “As the decision-maker for the urban management plan, we will do our best to ensure that K-Culture Valley is developed as originally planned so that Goyang City can be reborn as a self-sufficient city and the center of Korean Wave content.”

Since the suspension of construction of CJ Live City in April of last year, Goyang City has been strongly urging the resumption of the CJ Live City project by participating in the Ministry of Land, Infrastructure and Transport’s public-private joint PF coordination committee.

Regarding the PF adjustment plan to ‘seek property tax exemption for CㆍA6 lots within CJ Live City until power supply is restored’, the city has been actively reviewing property tax exemption plans such as ▲replacing the KINTEX Station transfer center ▲utilizing the public parking lot for various events such as the Goyang International Flower Festival ▲utilizing the cultural plaza linked to the Ilsan Lake Park and the waterside park within the Goyang Tourism and Culture Complex. However, since Gyeonggi Province announced the termination of the agreement, it has become difficult for the city to review the PF adjustment plan any longer.

Goyang Special City Mayor Lee Dong-hwan said, “It is very unfortunate that the CJ Live City development project, which was expected to produce synergy effects with the designation of a free economic zone that Goyang City is promoting, has fallen through.” He added, “The disappointment of the 1.08 million Goyang citizens is great, so we will work closely with Gyeonggi Province to normalize the K-Culture Valley project as soon as possible to allay citizens’ concerns and make their long-held wish come true.”
