You got it right.

Increasing the standard median income, improving the living benefit system… Increase in childcare costs for low-income single-parent families

The 2025 standard median income showed the highest rate of increase ever since 2015, when the customized benefit system was switched. Based on a four-person household, it is KRW 6,097,773, a 6.42% increase compared to KRW 5,729,913 last year, and for a single-person household, which accounts for about 74% of all households receiving livelihood, medical, housing, and education benefits, compared to KRW 2,228,445 last year. It was set at 2,392,013 won, a 7.34% increase.

In addition, we will actively pursue improvements to the livelihood benefit system to expand the scope of recipients. The vehicle property standard, which applies the general property conversion rate (4.17%), was relaxed to 2,000 cc and less than 5 million won, and the standard for support obligations was relaxed to annual income of 130 million won and assets exceeding 1.2 billion won. The working business income deduction is 30% for general beneficiaries, and an additional deduction of ‘200,000 won + 30%’ is applied to seniors over 65 years of age.

Child support for low-income single-parent families, which was 210,000 won per month per child, will be increased to 230,000 won per month. For single-parent families with a householder under the age of 24, child support costs will increase from 350,000 won to 370,000 won per month. In addition, the 93,000 won annual school supplies subsidy, which was provided only to middle and high school students, will be expanded to include elementary school students.

In addition, the amount of sanitary product voucher support for women and adolescents from low-income families (beneficiaries, second-highest income earners, single-parent families) was changed from 13,000 won per month to 14,000 won (up to 168,000 won per year), an 8% increase compared to last year.

Meanwhile, we will actively support children from underprivileged classes by expanding their participation in the Didim Seed Account to cover initial expenses when entering society, from children receiving basic livelihood security and children receiving protection to children from the lowest class and single-parent families. It is expected that approximately 3,000 children will be able to receive additional financial support by expanding the target population.

‘Everyone takes care’, ‘Always a daycare center’ begins… Expansion of welfare for the disabled, including developmental rehabilitation services

Starting this year, the ‘Everyone’s Care’ project will begin to supplement existing care gaps in various fields such as daily care, companion care, and residential safety. Depending on the income level, within the limit of 1.5 million won per person per year, those below 120% of the standard median income can use the service at their own expense, with 50% of the usage fee subsidized for those above 120% and below 150%. This is possible.

In order to relieve the burden of childcare and strengthen care services, government support for child care service fees will be expanded from households earning less than 150% of the standard median income to households earning less than 200% of the median income.

In addition, in the event of a temporary or emergency situation, we plan to designate a new ‘Always Daycare Center’, which will be operated starting in March, where you can leave your children with peace of mind 24 hours a day, 365 days a year. You can always apply for a daycare center if you need temporary or emergency childcare for children aged 6 months to 7 years (pre-school infants and toddlers) living in Gyeonggi-do. We plan to contribute to eliminating blind spots in childcare by providing childcare in the early morning, on weekends, and on public holidays.

The number of part-time child care providers plans to increase to 9 independent classes and 38 integrated classes by 2025 to improve accessibility to part-time child care and ease the burden of child care.

Meanwhile, to support the behavioral development of unregistered children with disabilities, the age of support for developmental rehabilitation services will be expanded from 6 to under 9 years old. Starting in July, the Independent Living Support Center for the Disabled will be incorporated as a welfare facility for the disabled. It is expected that legal protection and rights will be strengthened as the regulations of the Welfare of Persons with Disabilities Act will be applied, and service quality and transparency will be improved through systematic management and supervision of center operations.

Basic pension increased by 2.6%, long-term care institution designation renewal system introduced… Strengthening the lonely death prevention project

The basic pension for those aged 65 and older has increased by 2.6% compared to last year, providing up to 343,510 won (an increase of 8,700 won) for single households and up to 549,600 won (an increase of 13,920 won) for married households.

In addition, a designation renewal system will be introduced for long-term care institutions that have reached the 6th anniversary of the designation date. Re-examination items for renewal include administrative disposition history, compliance with facilities and personnel, benefit provision history, and National Health Insurance Corporation evaluation results.

Meanwhile, following the expansion of the Ministry of Health and Welfare’s lonely death prevention and management pilot project, the lonely death prevention project, which has been promoted since the second half of last year, will be expanded and implemented in earnest starting this year. The public and private sectors plan to cooperate to establish a system that covers all aspects of prevention and management, from the discovery of people at risk of lonely death, and to operate welfare checks, environmental improvement projects, and social network formation programs for people at risk of lonely death. We plan to build a tighter welfare safety net, including promoting a project to support special cleaning costs for those who died alone.

A city official said, “We will do our best to actively promote the changing systems and policies this year through our website and SNS to prevent citizens from experiencing inconvenience or being unable to use them.”
