Goyang Special City (Mayor Lee Dong-hwan) is promoting the improvement of regulations in the over-congested areas of the metropolitan area so that the regulations in the metropolitan area, which have been blocking regional growth for over 40 years, can be operated efficiently and rationally. In particular, it plans to establish a plan to improve regulations in industrial areas in over-congested areas where excessive regulations are applied, and to find a breakthrough to secure self-sufficiency through legal revisions.

The revised law was enacted in 1982 to appropriately distribute the population and industry that were excessively concentrated in the metropolitan area and promote balanced regional development. According to the revised law, the metropolitan area is divided into three regions: overcrowding control region, growth management region, and nature conservation region, and differential regulations are implemented. In the overcrowding control region, the construction or expansion of schools, public buildings, training facilities, and population-intensive facilities is prohibited, and the designation of industrial zones is also prohibited. If a corporation is established or relocated, acquisition tax and registration license tax are heavily taxed.

The original purpose of the revised law was to prevent the concentration of population and industry, but as the concentration of population in the metropolitan area worsened and the economic gap between overpopulation control zones and growth management zones within the metropolitan area widened, opinions emerged that the regulations should be improved to reflect the changing reality.

In particular, Goyang City has seen a rapid increase in population due to the large-scale housing supply through state-led land development projects, but the city lacks an industrial base due to overlapping regulations such as development restriction zones and military facility protection zones in addition to overcrowding control zones, and there has been growing criticism that overcrowding control zone regulations are hindering economic growth and solidifying the city as a bedroom community.

In overcrowded control zones, it is impossible to secure additional industrial zone supplies due to the factory total system, but Goyang City is having even more difficulty securing self-sufficiency because the existing industrial zone supplies are significantly small among overcrowded control zones.

The research project, which was completed early this year, investigated the actual conditions of industrial zones in over-congested areas in the metropolitan area, analyzed the implications of domestic and international regulatory improvement cases and regulatory effects, and prepared a plan to improve regulations for industrial zones.

According to the industrial zone status survey, the current industrial zone volume of Goyang City is 100,000㎡ of Ilsan Techno Valley, and if you add the volume allocated in the past, it is 166,000㎡. In the case of Suwon and Seongnam, located in the south, even though they are in the same over-congestion control zone, the industrial volume was 4,113,000㎡ and 1,744,000㎡, which is 10 to 40 times that of Goyang City.

The northern part of the metropolitan area is geographically close to the Military Demarcation Line, so it lacks industrial infrastructure and shows lower economic indicators than the southern part. Although Goyang City is a representative city in the northern part of the metropolitan area with a population of 1.08 million, its fiscal self-sufficiency has been steadily declining for the past 10 years. In 2014, its fiscal self-sufficiency was 47.76%, which was higher than the Gyeonggi-do average, but this year, its fiscal self-sufficiency is 33.7%, which is about 10% lower than the national average of 43.31%.

The growth rate of the Gross Regional Domestic Product (GRDP), which measures regional economic power, is ranked 18th among the 31 cities and counties in Gyeonggi Province, and the growth rate of the GRDP per capita is ranked 22nd. In 2021, Goyang City’s per capita GRDP was 21.14 million won, ranking 26th among the 31 cities and counties, the lowest.

Suggestions for regulatory improvement measures such as regional adjustments and relaxation of restrictions on actions, and revision of laws

The city announced the results of the research service at the National Assembly discussion on the overcrowded control zone held this month and launched a TF committee with 11 local governments. The plan to improve regulations on industrial areas in the overcrowded control zone in the metropolitan area based on the research service will be included in a future law revision bill and jointly proposed by the TF committee. The overcrowded control zone improvement plan that the city is pushing for revision is largely divided into two categories: adjustment of the zone in the revised law and relaxation of restrictions on activities in the overcrowded control zone.

First, a plan was proposed to adjust the area excluding the development restriction zone in Goyang City to a growth management zone, citing the irrationality of setting up a zone where industrial infrastructure cannot be established compared to the excessive population, contrary to the legislative intent of the amendment. Currently, Yangju City and Gimpo City, which border Goyang City and Seoul City, are designated as growth management zones. If Goyang City also adjusts some areas to a growth management zone, it can become the foundation for balanced development in the metropolitan area by linking the geographical advantage of being in the northwestern part of the metropolitan area and the metropolitan transportation network.

In addition, if the current revised law, which allows for the alternative designation of industrial areas by Seoul Metropolitan City, metropolitan cities, and provinces, is revised to be among Seoul Metropolitan City, metropolitan cities, and provinces, it is expected that the coexistence of the metropolitan area will be possible through efficient operation of the use zoning system that matches the current status of cities and provinces through reallocation of industrial area quantities.

In order to prevent the aggravation of the separation of work and residence and long commutes and to enhance self-sufficiency during the development of the 3rd Changneung New Town, a proposal to allow the designation of new industrial zones within the urban support facility area when designating public housing districts was also reviewed. In addition, according to the revision of the National Land Planning Act in August, when designating an urban innovation zone, if it is necessary to strengthen industrial functions, it is planned to reflect a revised bill that designates it as an industrial zone and creates a downtown complex space linked to work and residence.
