A special Senate committee has presented a bill to regulate the low-carbon hydrogen market in the country, with the provision of incentives for the sector, a ban on water exploitation in conflict areas and a focus on meeting the objectives of the Paris Agreement.

The project defines the different types of low carbon hydrogen, establishes a development program for the activity and foresees a national policy for the sector.

The regularization of the activity is considered by the Government as an important step towards the energy transition.

During Jair Bolsonaro’s government, Brazil moved away from achieving the goals agreed in Paris, which involve reducing the production of greenhouse gases. President Lula has reiterated in his speeches that the country will comply with them.

The proposal establishes a low-carbon hydrogen development program, which will function as a way to promote the sector’s activities through the transfer of funds for a maximum of ten years.

The resources would come from deep water oil reserves (pre-salt), the Energy Development Fund and the Union Budget itself, in addition to financing.
