Guelmim-Oued Noun: Launch of the 2nd edition of the “Awrach” program

This edition provides for the creation, at the regional level, of employment opportunities within the framework of the two mechanisms of the program, namely temporary public projects and sustainable development projects.

Speaking on this occasion, the Minister of Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri indicated that the “Awrach” program in its first edition was a success, creating approximately 104,000 job opportunities nationally.

Mr. Sekkouri stressed that it was decided, taking into account the good results obtained during the first edition, to launch a second edition of this program which includes a number of new features aimed at strengthening the economic inclusion of young people, noting that this program is aimed at vulnerable groups who do not have training or diplomas and who are looking for a job.

He noted that the large number of people who benefited from the “Awrach” program at the national level, during the past year, are not graduates (about 70%), adding that the government program is committed to guaranteeing decent work to this category of citizens who should benefit from a salary that is not lower than the minimum wage and registration with the National Social Security Fund.

The Minister stressed the need to develop the “Awrach” program and ensure its sustainability and coherence in order to integrate non-graduates into the labor market, reviewing the difficulties encountered in the implementation of this program, particularly in the part related to sustainable projects. He called for more consultation with companies and cooperatives that hire these people in order to better understand the components and benefits of this government program.

Mr. Sekkouri indicated that the quotas at the level of Guelmim-Oued Noun will be doubled during the second edition of this program, to exceed 6,000 direct jobs with regard to the two mechanisms of the program (sustainable inclusion support projects and temporary public projects).

For his part, the wali of the Guelmim-Oued Noun region, Mohamed Najem Abhay stressed the importance of the Awrach program, the first edition of which was a success thanks to the efforts that were made to create new employment opportunities, noting that it is an important national project that has a great impact on the Guelmim-Oued Noun region.

He called on the various stakeholders to mobilize more and work for the success of this program in order to guarantee a decent life for the beneficiaries.

The regional director of the National Agency for the Promotion of Employment and Skills (ANAPEC) in Guelmim-Oued Noun, Chadia Rouhi presented, on this occasion, the results of the Awrach program in the region, noting that 3,800 people in the Guelmim-Oued Noun region benefited from temporary public worksites at the end of December 2022.

She added that the first edition of the program allowed the signing of 270 agreements and the completion of 266 projects for the benefit of 280 associations.

The beneficiaries are divided between 1012 in the province of Guelmim (84 agreements and 105 projects), 1031 beneficiaries in the province of Sidi Ifni (93 agreements and 108 projects), 896 beneficiaries in the province of Assa-Zag (38 agreements and 19 projects) and 861 beneficiaries in the province of Tan-Tan (55 agreements and 34 projects).

These temporary projects included cultural, artistic and sports activities, maintenance and the environment, infrastructure, school supervision and training. Concerning the projects supporting sustainable inclusion, the number of beneficiaries reached 77 people.

This meeting was marked by the signing of a partnership agreement for the economic integration of young people within the framework of the “Awrach” program in its second edition. This agreement determines the number of people to be integrated into the temporary public worksites for the year 2023 and the deadlines for the completion of all the projects planned in the region.
