Guelmim-Oued Noun: the Regional Development Plan, a “mobilizing, facilitating and inciting” framework (Mr. Sadiki)

This PDR crystallizes the result of the advanced regionalization process in Morocco, intended as a global and structural reform that addresses all territorial actors called upon to innovate, underlined Mr. Sadiki during the “Investor Day” conference, organized at the initiative of the Council of the Guelmim-Oued Noun region, in collaboration with the International Finance Corporation (IFC).

This involves setting up new mechanisms for territorial development governance in order to bring to maturity the dynamics of change that have been initiated, he argued, adding that this PDR must include the action and intervention plans of the actors, harmonized with each other.

It should be a basis for organizing regional cooperation between stakeholders for the creation of added value at the local level, the minister explained, noting that cooperation within the PDR aims to exploit the potential of the region and improve agricultural incomes.

In the vision of regional development, he said, it is essential to examine on the one hand the constraints and difficulties and, on the other hand, the potential and assets of the region.

The governance of the two sectors is based on the Generation Green strategies for the agricultural sector and Halieutis for fishing and aquaculture, he said, specifying that the implementation of Generation Green is based on three dimensions, namely a territorial dimension, the value chain sector and the horizontal dimension.

Referring to sustainable agriculture, the minister recalled the launch of innovative programs and the introduction of cutting-edge technologies to increase productivity while preserving the environment.

On the sidelines of this meeting, five agreements were signed within the framework of the program contract between the State and the Guelmim-Oued Noun region.

The first agreement, signed by Mr. Sadiki, the Wali of the Guelmim-Oued Noun region, Mohamed Najem Abhai, the President of the Regional Council, Mbarka Bouaida, and the Director General of the National Agency for the Development of Oasis Areas and Argan Trees, Ibrahim Hafidi, concerns the implementation and support of the oasis areas development project and the fight against frequent fires in the Guelmim-Oued Noun region.

As for the second agreement, which is part of the programme to reduce spatial and social disparities in rural areas of the region, initialled by the same signatories, it aims to finance and complete the construction work of an unclassified road with a length of 27.8 km.

The third agreement, signed by Mr. Sadiki, Mr. Abhai and Mrs. Bouaida, as well as the President of the Guelmim Municipal Council, Hassan Talbi, concerns the construction and equipment of the region’s wholesale market for vegetables and fruits, while the fourth agreement aims to build and equip four modern slaughterhouses in Guelmim, Sidi Ifni, Tan-Tan and Assa according to the specifications of the National Office for Food Safety (ONSSA).

This agreement was signed by Mr. Sadiki, Mr. Abhai and Mrs. Bouaida, as well as the presidents of the communes of Guelmim, Sidi Ifni, Tan-Tan and Assa in order to cover the needs of the communities concerned in high-quality meat.

As for the fifth agreement, it aims to develop aquaculture within the framework of the National Program for the Development of Aquaculture, through the granting of loans to small businesses working in this field.
