Given the reform to the Firearms Law y Explosives Control sent by the former president Andrés Manuel López Obrador to Congress days before the end of his six-year term, specialists assure that weapons legally purchased They are not responsible for the violence in the country.
They even assure that the initiative goes against the citizens’ rightswho obtain weapons legally from the Secretariat of National Defense (Sedena) with the aim of protect their homes.
The initiative, presented on September 18 and submitted to the Commission of the National Defense of San Lázaro For analysis, it prohibits 9 mm, .357 and .22 magnum calibers for weapons in the possession of civilians. In addition, it determines that the marketing of cartridges is only for firearms registered in the Federal Gun Registry.
And finally, it determines cases of violation of the law for those who possess cartridges for permitted use without having a registration of a weapon that covers its use or who have firearms without having stated them in the Federal Gun Registry.
For Luis Antonio Merino, president of the Mexican Association of Firearm Users (AMUAF), the initiative seeks to disarm the civilian population just when the country is experiencing a security crisis.
“Guns are not to blame for violence, are the people, so always the politicians use the issue of weapons, as if they were the source of violence, when they are the same people. Taking away weapons from citizens, the only thing it does is leave them in a state of intention,” he commented.
In interview with 24 HOURSassured that the recorded homicides with firearms in Mexico, for the most part, are committed by criminals with unregistered weapons: “for legal users, they ask us for non-criminal records, documents, it takes you a year to buy a weapon.”
Santiago Barroso, legal user of a firearm, denied that the homicides and organized crime decreases with the initiative of the Fourth Transformationgiven that the State is not guaranteeing security, hence the collection of fees and extortion are increasing in the country.
Jesus Cazas, member of a shooting club, assured that the reform is arbitrary, given that the Government is not capable of guaranteeing security in the country.
“All those weapons they use to commit crimes come from illegal trafficking that they do not have controlled,” he commented.
For the federal deputy Emilio Manzanilla (PT) the initiative to reform the Federal Firearms and Explosives Law sent by the last federal administration fell short, because in addition to limiting calibers, it does not allow the carrying of weapons by individuals as a form of protection against insecurity.
“I would have liked it to have been made easier… but on the contrary, now it limits calibers, eliminates some and makes it a little more complicated. It wasn’t like that.
“I don’t agree. I am in favor of people having their weapons at home and carrying them too, but it gets very complicated; When you enter your documents to carry a firearm it becomes complicated, they don’t give it to you because it is at the discretion of the National defense and they no longer give it to you. Even I made the request and they denied it,” said the legislator.
He regretted that the initiative that he sent last federal executive intends to limit or lower the calibers for the use of the general population, when what is needed, he considered, is that the calibers be increased and the carrying of firearms.
Manzanilla, who in the 64th legislature presented an initiative in that sense, insisted that if a person, without a criminal record, complies with the physical, psychological and psychometric examinations that establishes legislation and takes a course of handling firearms, can carry a weapon for protection.
Analysis
According to the doctor Fernándo Jiménez Sánchezsecurity specialist School from Jalisco, The project would seem to go against citizens who legally own a gun.
“The reform seems to put an end to the idea that Mexicans are peaceful, by accepting that we are the generators of more than 30 million crimes that are committed each year, of more than 50 thousand cases of missing persons and of the 200 thousand homicides in this sexennium. Given this, everything indicates that the government is beginning to see people as a threat, or that recognizes a risk that the legally armed population implies.”
For this reason, he considers that the debate on the access and use of weapons should be opened – more so in a context of high rates of violence and crime – but this has not been done. materialized due to the ease with which the illegal market is accessed.
“The proposal to reform the President “It would make the possession and use of legal firearms difficult (…) the reform demonstrates the idea of further weakening, or even illegalizing and penalizing, citizen efforts to legitimately defend themselves.”
For this reason, he considers that the project Lopez Obrador It would be to persecute “citizens, but not criminals”
