Gunpo City, 5 Excellent Civil Servants Selected for Active Administration in the First Half of 2024

Gunpo City selected five outstanding civil servants for proactive administration who contributed to creating a culture of proactive administration that citizens can feel and spreading the proactive administration mindset within the organization in the first half of this year.

Song Ga-ram, the chief of the Central Library, who was selected as the best in this year’s selection of excellent civil servants for proactive administration, was highly praised for improving convenience and enhancing citizen satisfaction by allowing citizens to easily find the location of books in wide and complex bookshelves by implementing a non-budget, self-developed ‘Book Location Service’ that provides the shelf number and location on a map when searching for books for the first time among city and county libraries in Gyeonggi Province.

Sejeong and Kwon Tae-hoon, who were selected as excellent public officials, were highly evaluated for their active participation in the ‘next-generation local tax system construction’ project and their contribution to improving the next-generation system’s completeness and stable operation. They also received a commendation from the Minister of Public Administration and Security (one of two people nationwide) for their proactive administration.

The Cultural Affairs Officer of the Tax Collection Management Division was evaluated to have introduced a system to send tax delinquency notices via KakaoTalk notifications to citizens who cannot receive paper tax notices, thereby contributing to providing convenience in receiving and paying, improving collection rates, and reducing the budget for printing and sending tax notices.

In addition, Smart Information Division Chief Byun Jae-young (Stop complaints about missed payments! Solving payment errors for affiliated organization members) and Waterworks Division Chief Kim Ji-soo (Blocking water leaks on the Gyeongbu Line and building emergency supply pipelines for industrial areas through public-private cooperation) were honored with awards.

The city plans to provide exceptional incentives to selected public officials with outstanding proactive administrative skills, including the highest level of performance pay, a mayoral award, and additional points in job performance evaluations.

Gunpo Mayor Ha Eun-ho said, “This is a time when the role of public officials who actively and creatively try to solve problems by breaking away from existing practices is important,” and added, “I will work harder to bring about administrative changes that citizens can feel.”
