Guro-gu has selected five ‘Excellent Cases of Active Administration in the First Half of 2024’. Guro-gu (Mayor Moon Heon-il) held a Proactive Administration Committee at the Guro-gu Office’s Creative Hall on the 16th and selected five excellent cases of active administration in the first half of 2024.

The district said that in order to spread a culture of proactive administration in the public service sector and improve convenience for residents, it selects excellent cases of proactive administration every six months and provides incentives to departments and employees with meritorious achievements.

In July, the district reviewed 12 cases of proactive administration submitted by each department (dong) of Guro-gu Office (written review and employee/resident vote) and selected 8 cases.

Afterwards, the Active Administration Committee evaluated each case based on four criteria (Creativity and Expertise, Importance and Difficulty, Resident Perception, and Potential for Diffusion) and finally selected five out of eight cases (one best, one excellent, one excellent collaboration, and two encouraged).

The best case was selected as the ‘Donor Reward Project that Provides Special Touch’ in Guro 2-dong. The project played a major role in resolving the difficulties of securing welfare funds in Guro 2-dong. It was highly evaluated for contributing to the activation of the donation culture in the region by expressing gratitude to donors through letters and videos and eliciting a sense of accomplishment and emotion from donations, and for producing letters and videos without a budget.

The best practice selected was the Road Department’s ‘Road Securing and Creating a Safe Road by Filing Lawsuits against Owners of Unauthorized Buildings in Road Construction Sections’ project, which took preemptive measures and resolved through humanitarian agreements problems such as delays in project progress and inconveniences to residents caused by unauthorized buildings in the road construction section of Sindorim-dong.

In addition, this year, ‘best practices of collaboration’ between departments and organizations were selected separately. The ‘Career Compass’ project, a career experience program that reflects the high interest of youth in health and medical occupations through collaboration between the Education Support Division and the Disease Control Division of the Public Health Center, was selected.

The ‘Project to Promote Safe Lease Fraud Contracts’ of the Real Estate Information Department and the ‘Project to Introduce Foreign Languages in Public Relations Channels of the Guro-gu Facility Management Corporation’ were selected as examples of encouragement. Starting with this best practice of proactive administration, the scope of participating organizations was expanded to include local public institutions, allowing the Facility Management Corporation to participate.

In particular, the district has strengthened incentives for proactive administration compared to last year in order to spread the culture of proactive administration within the public service community. Departments selected as examples of excellent proactive administration will receive a commendation from the district mayor and a prize, and civil servants with merits will also be given individual prizes and special vacations. The best civil servants will receive the highest grade of performance bonus.

A Guro-gu official said, “As the culture of proactive administration spreads, the daily lives of residents will become more affluent,” and added, “We will continue to work so that Guro-gu employees can actively carry out their work with expertise and creativity.”
