The primary defendant of the trial, György Fürst, was previously the VI. was the deputy mayor of the MSZP responsible for the property management of the district, and then became the managing director and owner of Centrum Parkoló Kft. Fürst was suspected in 2010, and in 2016, a criminal trial began against him and 23 of his associates on the charge of crimes that caused a financial loss of HUF three billion.

According to the indictment, the Association of Metropolitan Municipalities I., II., VI., VII., VIII., XI. and XII. concluded a contract with Centrum Parkoló Kft. for the operation of the district’s parking system. According to the agreement, the company acquired the parking meters and built the paid parking system. Local governments received about 30 percent of the annual parking revenue of several billion forints.

The Center then brought in subcontractors, and then, referring to making the operation more efficient, the subcontractors commissioned new subcontractors. According to the prosecutor’s office, the outsourced activities and ordered services were economically unjustified and disadvantageous, and the defendants caused HUF three billion financial losses between 2006 and 2011. For example, subcontractors were hired at high prices

  • for the training of parking attendants,
  • for graphological studies analyzing the writing samples of parking attendants,
  • for data processing,
  • for various consulting jobs.

In 2011, another criminal case was initiated against György Fürst and dozens of his associates for the sale of a monument palace on Andrássy Street, which was combined in 2014 with the case of the sale of another property on Andrássy Street. In that proceeding, the prosecution charged the socialist and free democratic representatives of Terézváros, who voted for the alienations in 2004, and the former undersecretary, with the crime of misappropriation causing a particularly large financial disadvantage. According to the data of the proceedings initiated due to sales, the selected properties were sold for half to a third of their real value. In this case, György Fürst received a suspended prison sentence in 2018.
