HACA publishes its annual report for the year 2021

In terms of regulation of audiovisual content, the report, published in three languages ​​(Arabic, Amazigh and French), states that the Higher Council for Audiovisual Communication (CSCA) has taken 56 decisions relating to programs broadcast by public and private radio and television stations following complaints received from third parties or on self-referrals.

The report notes that the HACA, in accordance with Article 165 of the Constitution, ensures respect for the pluralism of expression of currents of opinion and thought in the audiovisual field, both during electoral periods and outside these periods.

In this context, the same source continues, the CSCA has framed by its Decision No. 37-21, the pluralism of political expression in audiovisual communication services during the 2021 legislative, municipal and regional elections over a period of 38 days, adding that this period was the subject of particular monitoring, the main results of which were detailed in the Annual Report.

Furthermore, for the same year, the quarterly pluralism surveys established outside the electoral period reveal that more than 962 hours were devoted by the audiovisual media to the interventions of public figures, 39.51% of this total hourly volume concerned the speaking of political actors in the context of the monitored information broadcasts, while the percentage is 36.84% for associative actors, 17.79% for professional actors and 5.86% for union actors.

On the other hand, and as part of the consolidation of territorial equity in the deployment of radio and television services, the HACA identified and assigned during the year 2021, 59 FM radio frequencies in 39 localities for the benefit of public and private operators. It also assigned to the SNRT, 2 new frequencies for the broadcasting of digital terrestrial television in the province of Al Hoceima.

According to the same report, the national audiovisual offering included 13 televisions and 37 radios as of December 31, 2021.
