SAO PAULO (Reuters) – Finance Minister Fernando Haddad said on Wednesday night that the approval of the project, in the full Senate, which gives the government back the casting vote in the event of a tie in CARF is “very important ” and brings an “inestimable gain”.
In a conversation with journalists after leaving the ministry, Haddad said that it is estimated that the Tax Resources Administration Council (Carf) currently has a stock of 1.3 trillion reais in tax disputes. The number reflects calculations made three months ago.
“Our estimate is that we are losing around 50 billion reais per year, either in the form of a transaction, or in the form of a judicial deposit, which the person is obliged to make to appeal to the Judiciary”, he pointed out.
Haddad had been defending the approved project because he considered it an important reinforcement of the federal government’s resources for the New Growth Acceleration Program (PAC).
The New PAC will have investments of 1.7 trillion reais, considering Union, state and private sector resources, with an expected investment of more than 1.3 trillion reais by 2026 and an incentive for public-private partnerships.
The text of the bill approved in plenary, which is now going to be signed by President Luiz Inácio Lula da Silva, incorporates an agreement reached with the Brazilian Bar Association (OAB), which provides for a reduction in fines and interest in cases where there is a tiebreaker in favor of of the Union.
“What happened today (Wednesday) is very important for the Ministry of Finance, because in a way it restored to the Federal Revenue Service the power that every federal revenue service in the world has, to exercise its function, which is to guarantee the base Brazilian tax authority,” Haddad told reporters.
“The backlog of administrative litigation has more than doubled. This year we made a very big effort to fall, ”he added.
