Adv. Dikla Musari-Tal, who served as chair of the Haifa District Appeals Committee, ended her term in April 2021, and so far no replacement has been appointed. The Planning Administration tried to “plug a hole” and approved to hold temporary hearings even without an appointment; Liat Peled, who was a planner for the Haifa district, finished her job in October, 2021, and she also has no replacement. The Planning Administration says that a process of locating has already begun and tenders for positions have been published, but in any case until the replacement is found and appointed, it will take him time to enter the actual position and then it will take more time to learn what is happening in the district.

District Planning and Building Appeals Committees are statutory committees that hold quasi-judicial authority and rule on appeals against decisions of local planning and building committees on planning and economic issues of improvement levies and compensation for infringing plans. The committees include a number of professionals, headed by chairmen who are appointed to the position for a seven-year term through the Interior Ministry’s locating committees. Towards the end of the term, the ministry is expected to publish a “call for proposals” to find candidates for new committee heads, and at the same time to establish a search committee that will decide on the suitable candidates.
