“Hamad” issues a statement regarding the decision on the full-day study system

The Prime Minister-designate of the House of Representatives, Dr. Osama Hammad, warned the education supervisors in all municipalities affiliated with the Libyan government against being drawn into what he described as “invalid decisions from the Ministry of Education of the National Unity Government.”

According to the Libyan News Agency, Hammad issued a statement in which he said: “The Presidency of the Council of Ministers reviewed Resolution No. 346 of 2024 issued by the Minister of Education of the National Unity Government, whose term has expired and has lost status and legitimacy, through which he sought to implement the full-day study system, experimentally, in some educational institutions.” .

He added: “In addition to the lack of this decision due to the illegality and lack of character and legitimacy of its source, we saw a warning to you, and to the educational bodies, institutions and centers affiliated with the Ministry of Education, not to pay attention to this decision in any way.”

Hammad’s statement continued: “One of the reasons for not paying attention to it is the lack of the decision as it was issued by a former minister in a government whose legal and legitimate mandate had ended,” and because the system that the source of this decision is trying to implement lacks the necessary components for its success scientifically and practically, and came without prior study to show the extent to which it can be applied in the current situation”.

He said: “Therefore, the full school day system requires that students be present in schools in the morning and evening periods, which conflicts with the current infrastructure of educational institutions in terms of their small number and failure to accommodate the largest number of students, which imposes the necessity of making use of the headquarters in two academic periods, especially since Many students attend retreats and schools to memorize the Holy Qur’an outside the daily school hours, which contradicts the idea of ​​the full school day.”

The statement continued: “From this standpoint, all education supervisors in all municipalities, without exception, must be warned and instructed not to be drawn into such defective decisions due to several defects, including the lack of character of their source, the defect of usurping authority, and the defect of illegality. Legal and administrative measures will be taken regarding any violations of these instructions.”
