At the ruling and opposition party leaders’ meeting held on the 1st, regarding the ‘250,000 won livelihood recovery support fund for all citizens’, People Power Party leader Han Dong-hoon stated that it was difficult to accept, saying it was a “one-time cash handout”, while Democratic Party leader Lee Jae-myung opposed it, saying that it was “the most efficient policy that would also help increase tax revenue”, and their positions were at an impasse.

In his opening remarks that day, Representative Han said, “The Democratic Party talks about handing out cash as a livelihood measure, but there is a limit to the amount of taxpayers’ money that can be spent,” and “The People Power Party’s idea is to provide welfare that suits everyone’s needs, not uniform welfare for everyone.” Representative Han mentioned the expansion of support for the vulnerable class to 2.4 million won per year for a family of four and the establishment of a housing scholarship of 200,000 won per month for low-income college students, and argued, “The largest-ever increase in the budget for support for small business owners is also an example of that,” and “These livelihood measures are more effective and sophisticated in that they are not one-time things like the cash handouts advocated by the Democratic Party.”

In response, Representative Lee refuted in his opening statement, “(Representative Han) says it is cash support, but he is mistaken.” He emphasized, “It is not cash support, but a local currency consumption coupon that expires if not used within a certain period of time,” and “It is the most efficient policy that helps increase tax revenue through income support effects, consumption promotion, saving self-employed people and local businesses, saving local areas, and revitalizing the economy.”

Regarding the target of support, the representative said, “Since this is an economic policy and a fiscal policy, not a welfare policy, there is no need to discriminate against those who pay more taxes,” but added, “If they insist on providing differentiated and selective support, I am willing to accept that as well, so I hope we can negotiate and provide support within an appropriate range.”

Even in closed-door talks, the two sides failed to narrow their differences. People Power Party Chief Spokesperson Kwak Gyu-taek met with reporters after the meeting and said, “There was discussion, but the People Power Party focused on selective support, while the Democratic Party said uniform support through the existing 250,000 won gift certificates.” Democratic Party Chief Spokesperson Cho Seung-rae said, “Representative Han did not accept it because of the ridiculous logic that ‘cash handouts are not allowed. ’”
