People Power Party leader Han Dong-hoon and Democratic Party leader Lee Jae-myung will discuss the special prosecution law for Private First Class Chae, the Financial Investment Income Tax (FIAT), and the Special Act on Restoring the People’s Livelihood (the 250,000 Won Support Act) at the ruling and opposition party leaders’ meeting on the 1st of next month. However, the issue of the legislative conflict surrounding the increase in medical school enrollment was omitted from the official agenda as the two sides failed to reach an agreement.

On the 30th, People Power Party leader Park Jung-ha and Democratic Party leader Lee Hae-sik held a briefing on the agenda for the ruling and opposition party leaders’ meeting at the National Assembly and announced, “We have decided to open up the six proposals that the two parties previously proposed to three each and have sufficient discussions.”

The agenda is largely divided into three: national development, people’s livelihood, and political reform. The national development agenda includes issues such as low birth rate and future growth engines. People’s livelihood includes issues such as prices, various tax system reforms including the gold investment tax, household and self-employed debt, and people’s livelihood issues related to Chuseok. Political reform includes discussions on reviving district parties and giving up privileges and vested rights to restore trust in the National Assembly.

It was decided to deal with the special prosecutor bill for Private First Class Chae as an official agenda, but the issue of legislative conflict was left out. Director Lee said, “The Democratic Party proposed to deal with it as an official agenda, but the People Power Party said to avoid dealing with it as an official agenda, so we could not reach an agreement.” He added, “Since we will have an open dialogue on all areas, I think the issue of the medical crisis will also be dealt with.”

Director Lee said, “We need to comprehensively address not only the medical school quota issue but also the resulting conflicts in the legislative process, inconveniences, and the collapse of the medical system, but there seems to be differences in position,” and added, “Since it is the government and the ruling party, I think there may be differences in position between the Office of the President and the ruling party.” Director Park responded, “It is not appropriate to publicly (discuss) this issue, as it is not related to bills and budgets.”

It has been about 11 years since the last meeting between the ruling and opposition parties in 2013. This meeting will be held in the VIP restaurant of the main building of the National Assembly, in the form of a ‘3+3’ including the leaders of both parties, the policy committee chairpersons, and the chief spokespersons. The leaders of both parties will make a live 7-minute opening statement in the break room, and the closed-door meeting will continue for about 90 minutes in the reception room.

However, there is no prospect of a one-on-one meeting between the ruling and opposition party leaders. Director Park stated, “The People Power Party proposed a one-on-one meeting, and the Democratic Party said it would be good to have the policy committee chairperson present for specific discussions. We agreed that it is more important for us to accept and make concessions to the Democratic Party’s plan to make the meeting happen. There will be no time for the two to meet one-on-one.”
