People Power Party leader Han Dong-hoon said on the 10th in relation to former Seoul Metropolitan Office of Education Superintendent Kwak No-hyun’s announcement that he would sue him, “Are you also going to sue the Democratic Party of Korea’s policy committee chairman?”
On the morning of that day, Representative Han shared on his Facebook an article in which Democratic Party Policy Committee Chairman Jin Seong-jun criticized former Superintendent of Education Kwak’s candidacy for the Seoul Metropolitan Office of Education by-election, and asked, “I heard that Mr. Kwak No-hyun is suing me. But is he also suing the Democratic Party Policy Committee Chairman?”
He said, “I said yesterday about former Superintendent Kwak, ‘Are you teaching students that in order to succeed, you have to win no matter what, by any means necessary?’ ‘Isn’t that just bribing the opposing candidate, not committing another crime? Kwak No-hyun’s appearance is the worst uneducational scene that will go down in recent history.’”
Former Superintendent Kwak previously announced that he would file a complaint with the National Investigation Headquarters today, claiming that the representative who criticized him violated Article 46, Paragraph 2 of the Local Education Autonomy Act. The article stipulates that political party representatives or executives cannot engage in acts that interfere with elections, such as supporting or opposing specific candidates.
Former Superintendent Kwak lost his position in 2012 after being sentenced to prison for election fraud, but he has declared his candidacy for the Seoul Metropolitan Office of Education by-election next month. It has been reported that he has not yet returned the 3 billion won he spent on election preservation costs due to the invalidation of his election.
Regarding this, a representative pointed out at a Supreme Council meeting held the previous day at the National Assembly in Yeouido, Seoul, that “this is an act that is dragging the superintendent election itself into the worst swamp of political strife,” and that “we need to first recover the 3 billion won, and then consider whether Kwak No-hyun can run.”
There was criticism from the opposition party as well. Jin Seong-jun, the Democratic Party’s policy committee chairman, said at a floor strategy meeting, targeting former superintendent Kwak, “You may feel that the last court ruling was unfair, but your run this time is not appropriate in many ways from the perspective of common sense.”
