A total of 140 minutes including 45 minutes of private discussion between representatives
People Power Party leader Han Dong-hoon and Democratic Party leader Lee Jae-myung agreed to operate a consultative body to promote the two parties’ common livelihood pledges at their first official leadership meeting on the 1st. In addition, regarding the medical crisis, they requested the government to establish an emergency medical system during the Chuseok holiday and decided to prepare measures at the National Assembly level.
The two party leaders also discussed the ‘Cha Sang-byeong Special Prosecutor Act’, which is a third-party recommendation method, but failed to reach an agreement. Regarding the abolition of the financial investment income tax (FIT) proposed by Representative Han, they agreed to jointly review measures to vitalize the capital market, such as resolving structural problems in the stock market.
People Power Party Chief Spokesperson Kwak Gyu-taek and Democratic Party Chief Spokesperson Cho Seung-rae announced the results of the closed-door meeting of the ruling and opposition parties on this day. The meeting lasted 140 minutes, longer than the originally planned 90 minutes. It was reported that after a 95-minute official meeting with the policy committee chairmen and spokespersons of both parties, Han and Lee had a private meeting for 45 minutes while the two sides were coordinating the agreement.
The main points agreed upon by the leaders of both parties are as follows: △Operation of a consultative body to promote the common livelihood pledges of both parties △Comprehensively review and discuss ways to revitalize the stock market in relation to the gold investment tax △Request the government to establish an emergency medical system during the Chuseok holidays and prepare measures at the National Assembly level △Actively discuss ways to expand semiconductors, AI, and the national power grid △Discussion of ways to support reducing debt for small business owners △Promotion of extending the childcare leave period for dual-income couples as a countermeasure for the low birth rate △Swiftly pursue preventive supplementary measures related to deepfake sex crimes △Actively discuss the introduction of district parties to revitalize party politics, etc.
Regarding the failure of the agreement on the special prosecutor bill for Private First Class Chae, Spokesperson Cho said, “I spoke to you about the third-party special prosecutor (proposed by Representative Han) and had an open discussion, but unfortunately we were not able to reach an agreement.” Spokesperson Kwak said, “We talked about how we cannot state our party’s position according to a deadline unilaterally set by the Democratic Party,” and “I told you that the People Power Party is continuing to discuss that matter internally.”
The Democratic Party requested an apology from President Yoon Seok-yeol, accountability of those responsible, and the formation of a response organization in relation to the medical crisis. Spokesperson Cho stated, “There was a lot of discussion, but no concrete agreement was reached,” and “If there is any achievement, it is that the National Assembly has decided to work on preparing measures, and since the Chuseok emergency is expected to be serious, we have decided to urge the government to prepare thorough measures.”
Senior Spokesperson Kwak said, “We shared the view that the lives and safety of the people must be the top priority,” and “We shared the view that there can be no further discussion about the number of medical school students for the 2025 school year.”
Regarding the gold investment tax, Senior Spokesperson Kwak said, “The People Power Party insisted on its abolition and said that we should at least postpone the implementation until next year and continue discussions,” adding, “Since Representative Lee wants to discuss that part further, we included in the announcement that it would be right to discuss the structural problems of the stock market included in the revised Commercial Act as well.”
Spokesperson Cho said, “Regarding the introduction of the gold investment tax, it will be difficult to resolve the issue without considering not only whether the gold investment tax will be implemented but also fundamental structural reform of the various abnormal aspects of the capital market,” adding, “As stated in the statement, we have decided to comprehensively review and discuss it.”
A senior official at the Blue House said of the ruling and opposition party leaders’ meeting, “We welcome it,” and “We hope it will be an opportunity to normalize the National Assembly.” He also emphasized, “This regular National Assembly should be the first step toward the politics of livelihood that the leaders of the two parties promised to the people,” and “Above all, it should be a National Assembly that fast-tracks livelihood bills without major differences of opinion between the ruling and opposition parties.”
