Hanam City Substation Expansion Not Allowed… KEPCO “Disruption of Power Supply to Metropolitan Area”

There are concerns that the plan to expand the substation in Hanam City, Gyeonggi Province, by Korea Electric Power Corporation (KEPCO) will disrupt the supply of electricity to the metropolitan area as it faces opposition from local governments and residents. The substation in Hanam City is the final stop for the transmission line connecting the East Sea and the metropolitan area. KEPCO is considering filing an administrative lawsuit, etc.

On the 23rd, KEPCO released a statement regarding the decision to deny permission for the “Dong Seoul Substation Indoorization and Expansion Project” in Hanam City, stating, “We express deep concern that there may be major disruptions to the power supply in the metropolitan area in the future.” Seo Cheol-soo, Vice President of KEPCO Power Grid, said, “The Dong Seoul Substation is a key facility absolutely necessary for transporting large-scale power generation from the east coast region to the metropolitan area,” and “We plan to review all possible procedures, including filing objections and administrative lawsuits in the future.”

The government and KEPCO plan to build a 280km-long ‘East Coast-Capital Area HVDC Transmission Line’ from Uljin, Gyeongbuk to Singapyeong and Dong Seoul Substation by 2026 to expand the metropolitan power grid. As part of this, they have been expanding the facilities at Dong Seoul Substation in Hanam City and moving existing power facilities into a new building.

However, Hanam City made a final decision to disallow the project on the 21st, citing reasons such as the potential generation of electromagnetic waves due to the expansion of the substation and the lack of procedures to collect opinions from residents. Some residents of Gamil New Town in the area have also opposed KEPCO’s substation expansion, citing safety issues. In response, KEPCO stated that the safety of electromagnetic waves has already been verified and that it has put in a lot of effort through numerous explanatory sessions to address the claim of lack of acceptance by residents. A KEPCO official said, “The East Coast-Capital Area transmission line is a national project that must be carried out as electricity demand is rapidly increasing due to the development of the artificial intelligence (AI) industry,” and “Even if we respond through administrative litigation, there is concern that construction will be delayed for several years in the process.”

The problem is that if the substation expansion is delayed, it will not only disrupt the supply and demand of electricity in the metropolitan area, but it will also have a negative impact on the development of the Yongin Semiconductor Mega Cluster in Gyeonggi Province. The Yongin Semiconductor Cluster, scheduled to be built by 2050, is expected to require 10GW (gigawatts) of electricity, equivalent to a quarter of the entire metropolitan area’s electricity demand. In response, a Hanam City official argued, “KEPCO has decided on the expansion site without going through the process of collecting opinions from residents,” and “It is adjacent to a residential complex with about 40,000 residents and an educational facility, and it does not comply with the building code for promoting public welfare.”
