The Housing and Development Board will offer 1,310 Build-To-Order flats in Sembawang with a waiting time of two years and 10 months during the November 2026 sales exercise, marking the agency’s final flat release of the year.
The upcoming November BTO sales exercise features 1,310 housing units at Sembawang Anchor, situated within the new Sembawang North estate between Admiralty Lane and Sembawang Drive. Homebuyers will find a range of housing options across six residential blocks, including two-room Flexi, three-room, four-room, and five-room layouts. One block in the development is designated for an integrated mix of sold and rental flats.
Roughly one-third—specifically 2,875 units out of about 7,960 flats debuting in November—are accounted for by Sembawang Anchor, Bayshore Oasis, and Plantation Dew combined.
Daily conveniences are built directly into the project blueprint.
The surrounding area connects buyers to established facilities like Sembawang Mart, Sun Plaza, and Bukit Canberra, which houses a hawker centre, a polyclinic, an indoor sports hall, an ActiveSG gym, and a swimming pool.
Sembawang Anchor and Shorter Waiting Time Targets
The Sembawang launch pushes the total volume of Shorter Waiting Time flats offered in 2026 to 4,661 units, surpassing the board’s commitment of more than 4,000 such homes for the year. Almost one in every four BTO flats introduced in 2026 falls into this category.

When combined with the 4,690 units launched throughout the previous year, the agency has made 9,351 shorter-wait residences available across a two-year window. HDB’s delivery of approximately 9,350 SWT flats across these two years keeps it firmly on course to achieve its goal of introducing 12,000 such units within the 2025 to 2027 timeframe. This trajectory keeps the board on course to fulfill its broader target of releasing 12,000 reduced-wait flats between 2025 and 2027.
Bayshore Oasis and Plantation Dew Project Details
Two additional projects featuring wait times of three years and two months will accompany the Sembawang launch in November. In Bedok, Bayshore Oasis sits right next to Bayshore MRT station in the new Bayshore estate. Bayshore Oasis, next to Bayshore MRT Station, will offer two-room Flexi and four-room flats. Positioned right next to Bayshore MRT Station in Bedok town, Bayshore Oasis forms part of the fresh Bayshore housing development. The development comprises four residential blocks offering 855 units, dominated primarily by four-room apartments alongside two-room Flexi options and an integrated rental block.
Shops, eateries, supermarkets, healthcare services, and sports and recreational facilities will run alongside Bayshore Drive in accordance with the 2023 Bayshore Masterplan.
Over in Tengah, Plantation Dew delivers 710 flats spanning five blocks across two-room Flexi, three-room, four-room, five-room, and three-generation formats. The upcoming release of Plantation Dew will mark the debut of the neighbourhood’s first BTO offering since October 2023. Rental flats will be offered among the project’s five blocks. This marks the first time BTO activity has returned to the Tengah neighbourhood since October 2023. The development sits roughly 450 meters from the upcoming Tengah Park MRT station on the Jurong Region Line, which is slated to open in stages from 2028 through 2029.
White Flat Layout Customisation at Plantation Dew
Plantation Dew introduces a design flexibility option by expanding the open-concept white flat format to five-room apartments for the first time. The layout eliminates interior partition walls between living areas and bedrooms, allowing buyers to configure their interior space from the start.

Depending on their needs and preferences, buyers can create larger bedrooms, more spacious living and dining areas, or dedicated spaces for working from home and hobbies.

Purchasers can select the white flat arrangement upon invitation to book a unit; otherwise, standard walled configurations will be provided. Otherwise, they will receive the standard layout with walls. The concept previously appeared at Crawford Heights in Kallang/Whampoa and Mount Pleasant Crest in Mount Pleasant.
November Sales Exercise Timing and Income Ceiling Revisions
The November launch window arrives following an administrative adjustment that shifted the exercise from its original October schedule. The delay gives applicants adequate time to examine housing plans and secure an HDB Flat Eligibility letter under revised earning thresholds. Buyers can also look forward to four additional housing projects available in Bedok, Geylang, Toa Payoh, and Yishun during this upcoming sales event.
First outlined at the 2026 National Day Rally, the monthly household income ceiling for BTO flats increased to $16,000 to keep roughly 80 percent of Singaporean households eligible for subsidized housing. Simultaneously, the income cap for singles aged 35 and older rose to $8,000 from $7,000, while the executive condominium income limit moved up to $18,000.
