Henoko Boat Crash Victim’s Father Meets Protest Group Leaders

Following a fatal boat capsize in Okinawa that claimed two lives, bereaved family members met for the first time with representatives of the vessel’s operating group in late October 2026. Concurrently, the school involved established an internal review committee as local authorities enforced financial penalties and safety overhauls.

Months after a tragedy off the coast of Henoko in Nago City, the family of a deceased student met directly with figures from the anti-base protest organization that operated the capsized boats. The March 2026 incident resulted in the deaths of 17-year-old Doshisha International High School student Tomika Takeishi and a 71-year-old male captain when two small vessels flipped during a training trip.

Bereaved Parents Meet Protest Leaders

The closed-door encounter took place in Naha City during a three-day visit by the victim’s parents. The father of Tomika Takeishi met with two joint representatives of the Heli Base Opposition Council, accompanied by legal counsel for both sides. According to Sankei, the student’s mother chose not to attend, noting that facing the individuals involved would be too difficult.

During the discussion, the father pressed the group’s leadership regarding when ties between the school and the activist organization began, while demanding a thorough investigation into the accident. The council representatives reportedly offered little clarity. When asked whether canoes had been deployed for protest activities on the day of the disaster, the two leaders exchanged glances before trailing off, answering that they could not remember.

The joint representatives could not answer questions regarding launch decisions or the school’s involvement, leaving the family feeling that no genuine accident verification has taken place.

The family’s representatives expressed frustration over the encounter, concluding that the organization lacked any intention to examine the root causes of the capsizing. Meanwhile, organization representatives faced ongoing legal scrutiny, with joint representative Urashima questioned by reporters regarding criminal complaints filed by grieving relatives.

Doshisha Creates Review Committee as Subsidies Are Reduced

In response to the mounting pressure surrounding the tragedy, School Corporation Doshisha announced the formal creation of an Education Neutrality and Appropriateness Review Committee. The panel was established on October 22 to examine curriculum choices and safety oversight following government findings that the school’s Okinawa study trip was severely deficient in safety management and violated the Basic Act on Education due to one-sided viewpoints.

Financial penalties followed the regulatory rebukes. The Governor of Kyoto Prefecture announced reductions in private school operating subsidies for Doshisha International High School.

Okinawa Prefecture Launches Safety Seminars

To address systemic gaps revealed by the disaster, the Okinawa prefectural government hosted a safety management seminar at the prefectural office for tourism operators and travel agencies handling educational excursions. The session drew approximately 70 participants and featured safety briefings from police, fire departments, and the 11th Regional Coast Guard Headquarters.

Investigations highlighted that an activist who previously served as a captain's apprentice for a protest boat had been registered as a peace-learning advisor on study-tour portals managed under prefectural contracts, drawing sharp criticism over administrative oversight.
