jpnn.com – JAKARTA – The Federation of Indonesian Teachers’ Unions (FSGI) has responded to the decision of the DKI Jakarta Education Office to terminate the employment of hundreds of honorary teachers.

He proposed that the status of honorary teachers be changed to contract teachers, so that the layoff cases in Jakarta would not be repeated in other areas.

“In order to respect the prohibition on the appointment of non-ASN employees to fill ASN positions according to Law Number 20 of 2023, as long as the teacher in question is in great demand, the solution is to contract them, which is called a ‘School Contract Teacher’, which is subject to Article 1320 of the Civil Code (KUH Perdata),” said FSGI Secretary General Heru Purnomo in an official statement in Jakarta, Thursday (18/7).

Heru said that the existence of honorary teachers is very much needed in many schools and in various regions because the high number of civil servant teachers entering retirement is not balanced with the number of replacements.

“Therefore, FSGI proposes that honorary teachers not be terminated, but encouraged to be contracted, because the financing of honorary payments for the teachers concerned uses school operational assistance (BOS) funds according to the BOS technical instructions (juknis) of Permendikbudristek Number 6 of 2021 article 12, which regulates the use of BOS funds, including for the payment of honorary teacher salaries,” he explained.

He explained that Article 13 of Permendikbudristek Number 6 of 2021 has also opened up the opportunity for 50 percent of BOS funds to pay the salaries of non-ASN teachers.

“The Minister’s defense and struggle made the BOS fund technical guidelines budget what was originally 15 percent of school BOS fund receipts, then increased to 50 percent, by considering interests in the field of education, that the services of teachers in educating students need to be appreciated by increasing the provision of funds to pay honorary salaries which have been increased significantly,” he said.

He assessed that the government’s recruitment of teachers had budget limitations, so it took a long time.
