In this area is the Herzliya sewage treatment plant.

The committee recommended contrary to existing agreements

The municipalities of Ramat Hasharon and Herzliya reached an understanding ahead of time, according to which the areas north of the Yavneh road route in Ramat Hasharon, which will continue south of the kibbutz, will be assigned to Ramat Hasharon, while the areas south will be assigned to Herzliya; The Tel Aviv District Planning and Construction Committee proposed dividing the entire Galilee area between Herzliya and Ramat Hasharon so that the kibbutz and the 1068 TAML complex would be assigned to Herzliya and the areas south of the Yavne axis would be assigned to Ramat Hasharon, ie contrary to the agreement reached by the two municipalities.

In a mediation process conducted by the interrogation committee, it was determined that the Yavne axis would be the jurisdictional boundary between the two cities and that the areas designated for the public buildings of the plans would be common to both authorities, but would be located within the jurisdiction of Ramat Hasharon; It was also agreed between the Hof Hasharon Regional Council and the Herzliya Municipality that the green areas surrounding Kibbutz Galil Yam will remain within the council’s jurisdiction.

In contrast to the earlier agreements, the Geographical Committee recommended the transfer of 125 dunams from Hof ​​Hasharon to Herzliya, in the area of ​​the residential neighborhood planned according to NAP 1068 and the transfer of 260 dunams included in Plan 1096 from the jurisdiction of Herzliya to the Ramat Hasharon jurisdiction, although the arrangement Herzliya between Galil Yam and Ramat Hasharon, in the place that will be the Herzliya cemetery. The area to be transferred includes the Herzliya sewage treatment plant in the Ramat Hasharon jurisdiction. The facility is expected to be vacated in the future, when Herzliya will be connected to Shafdan.

The municipal tangle has not been resolved

As stated, the district committee’s proposal to divide all the areas between the two municipalities and to associate Kibbutz Galil Yam with the city of Herzliya was rejected. Interior Ministry Director General Yair Hirsch explained that most of the enclave of Hof Hasharon, located between Ramat Hasharon and Herzliya and Kibbutz Galil Yam, were not included in the mandate given to the geographical committee, and that this is a complex issue that “requires in-depth and broad examination,” he said. This issue is not addressed, the areas between Herzliya and Ramat Hasharon and Glilot are a complex mixture of municipal control, which will delay the future development of the area, and this is actually a point that the Ramat Hasharon municipality criticizes, since the committee expected to resolve the tangle.

Despite this, the issue was not addressed, and a few days ago, Minister Shaked announced that she accepts the recommendation of the director general of her office, to accept the recommendations and postpone the transfer of the public transport complex only after it has been evacuated.

In Ramat Hasharon, as mentioned, the decision is criticized, although it is emphasized that the issue is still being studied. Another matter noted is the future evacuation of the sewage treatment plant, which has no idea when it will be carried out. The other two authorities, the Herzliya Municipality and the Hof Hasharon Regional Council, welcomed the decision.
