The speed limit of 50 km/h on the ring road, intended to reduce the pollution suffered by more than half a million local residents, will be effective from October 1, the mayor of Paris Anne Hidalgo confirmed on Monday, without waiting for the idea. of the State that remembers having “said”.

“For 50 km / h, it is my decision. It will be on October 1. We have been working on it for 18 years, so it is not a new topic,” said the spokesperson of the social council of the capital on RTL.

At the beginning of January, the Mayor of Paris announced that the day after the Games – which ended on Sunday – he would sign “an order reducing the speed to 50 km / h”, against the current 70 km / h.

The Ministry of Transport, which has resigned, did not want to comment on Mrs. Hidalgo’s statements. However, he reminded AFP on Monday that if the ring road is the way of the City of Paris, the State has its say in several ways.

The maximum speed is actually controlled by the highway code and can be modified by the decree issued by the government. If the City Hall wants to reduce the speed for reasons of safety or environmental protection, it must do so under state control, the Ministry of Transport emphasized.

According to the headquarters of the Paris police, interviewed by AFP, “the operation requires both expertise from the State services responsible for the Ile-de-France national road network and consultation with neighboring city authorities.” Because it is estimated that the maximum speed reduction on this location, used by more than one million vehicles per day, can have “significant consequences in terms of travel time for users” and ” increasing traffic problems throughout the Paris region.

– “Anti-social dimension” –

In May, the Minister of Transport Patrice Vergriete who resigned showed that he was “not in favor of the debate as it stands”. His predecessor, Clément Beaune, considered this limitation “aberrant”.

He then confirmed that the State “will not approve” this measure while the Minister of Energy Transition at the time Agnès Pannier-Runacher, has stated a measure that is likely to produce more traffic jams and therefore CO2 emissions .

The president of the Ile-de-France region, Valérie Pécresse, said the measure “unfairness” and “social inequality” which “punishes frontline workers early in the morning or at night”, while 40% of the trips take place. out on our boulevard from district to district, he told AFP.

On Wednesday, the elected LR will send a motion to the Regional Council to ask the City of Paris to abandon its project, in favor of “sound blankets”, more effective according to him in reducing noise pollution.

“The sound covers are an idea from another age, which says ‘don’t touch the car'”, corrected Patrick Bloche (PS), first deputy in the City of Paris, who rejects any “biological punishment”.

– Noise pollution reduced –

“What is punishing is to make the 550,000 people living in 500 meters on both sides of the boulevard, 40% of whom live in social housing, suffer levels of noise and air that exceed the standards WHO” (World Health Organization, Editor’s Note), argued Mr. Bloche.

Anne Hidalgo’s deputy for the environment for roads, David Belliard, defended in January “a common good measure which is of common interest”, based on the reduction in 2014 from 80 km / h to 70 km / h on the 35 ring km that surrounds the capital.

Since then, residents of city streets have experienced “a reduction in noise pollution, especially at night: a little more than one decibel less at night, and 0.5 decibels during the day”.

The reduction in speed also allowed “a 15% reduction” in accidents “on the first months” which followed its introduction, according to David Belliard, said to be based on research by the Environment and Defense Agency (Ademe).

The maximum authorized speed on this city road which has surrounded the capital since 1973, was already increased from 90 km / h to 80 in 1993, then to 70 in 2014. From 2021 , the speed is also limited to 30 km / h in most of the streets of the capital.
