High Court refuses to quash fine imposed on constables

CHENNAI: The Chennai High Court has refused to set aside the fine imposed by the State Human Rights Commission on four policemen involved in human rights violations by filing a false case.

Praveen Babu from Mayiladuthurai district went to the bus stand with his friend Ashok in December 2019. Constable Balu, who was on duty there at that time, assaulted Praveen Babu for violating traffic rules.

Constable Balu, enraged as Praveen’s friend Ashok took a mobile video of this, also assaulted Ashok. After this, constable Balu, who called both of them to the police station, along with three other constables, severely assaulted both of them.

Both were seriously injured and were produced before the judge and imprisoned. Praveen Babu and Ashok filed a complaint with the State Human Rights Commission regarding the incident while both were out on bail.

The commission that investigated the case ordered to pay Rs 1 lakh each to the duo for violation of human rights and also ordered to collect this amount from the four policemen. The commission also recommended the government to take sectoral action against four others.

Against this, the four constables filed a petition in the Madras High Court. Judges Velumani and Hemalatha bench that heard the case, it is confirmed that the two were falsely accused of violating traffic rules and attacked. They dismissed the petitions saying that they did not want to interfere with the order issued by the State Human Rights Commission as it was confirmed that the police were involved in human rights violations.
