Berlin The higher contribution assessment limit demanded by the SPD and the Greens could flush billions into the statutory health insurance system. This is the result of an unpublished calculation by the Cologne Institute for Economic Research (IW), which is close to employers and is available to the Handelsblatt.

The limit up to which health insurance patients have to pay contributions is currently a gross salary of almost 5000 euros per month. If it were to increase to the pension insurance level of more than 7,000 euros, this would lead to additional income of up to 18 billion euros per year.

For their study, the authors Jochen Pimpertz and Maximilian Stockhausen used the income distribution from 2019 based on the Socio-Economic Panel and extrapolated it to the year 2023. In doing so, they assume that there will be “no change in behavior”, i.e. insured persons will not switch to private health insurance, for example.
