The victims who were tortured in the Tartar events demanded that Minister of Defense Zakir Hasanov and Najmeddin Sadikhov, who was the Chief of General Staff at that time, appear in court.

“My life is ruined because of generals like you. My family is broken. Because my friend considered me a traitor. I spent my years in prison. My psychological condition is still tense today. You cannot return them with anything,” said Mushfiq Ahmadli, who was arrested on charges of treason during the Tartar events, and was acquitted and released in December 2022.

“Hikmet Hasanov did not know my son”

Teymur Mammadov, the commander of the military unit in Lachin, is one of the persons accused by the victims of the Tartar incident. At that time, he worked as a brigade commander in Tartar. The victims say that Mammadov personally participated in the torture. In this regard, the court hearing on July 25, where Mammadov was interrogated as a witness, was tense.

“Hikmet Hasanov did not know my son. My son was a soldier under your command. Answer me. Why did you send my son there, torture and kill him? This man is the murderer of my son”, said Valida Ahmadova, the mother of military serviceman Elchin Guliyev, who lost his life in Tartar incidents.

“It’s slander…”, Teymur Mammadov said, stressing that he only carried out the instructions of two people: corps commander Hikmat Hasanov and corps lawyer Fuad Aghayev.

6 out of 130 soldiers lost their lives

According to Mammadov, 130 soldiers from the brigade he led were sent for questioning and they were tortured. 6 of them died as a result of torture. When asked why he did not complain about those tortures, he replied:

“The corps commander told me that those people should be sent for questioning, and I sent them. Representatives of the Prosecutor’s Office were also there. In general, representatives of all the institutions that I could apply to were there. Who should I contact? I told the military prosecutor not to do it like that, right?”

Both the victims and the accused say that the investigation has video footage proving Colonel Mammadov’s participation in the torture. In those videos and photos, it is clear that people are being raped with a bottle near Mammadov, and he is being tortured by other means.

“There were 5-6 deaths in your brigade, but there were no deaths in my brigade. What is the difference between me and you? In front of your eyes, in front of your eyes, you made everyone guilty, and you yourself became a weaned white spoon? The place where the soldiers were called for questioning and later tortured was the old building of the military unit headed by Teymur Mammadov. Mammadov admitted that he sent 5-6 people from the intelligence unit of the brigade he led to guard the building during those events. One of the accused was Rustam Alasgarov.

“I’m an orphan, I don’t have anyone, that’s why I’m here. When I was arrested, I was digging sewage wells for 20 manats a day. I have a child with autism, I can’t find cigarettes or clothes. May God kill the children of those who wrote the deaths there on me. Did I know about them?
