The bill relating to the status of the civil service aims to strengthen the social protection of civil servants working in public administrations and promote their social situation by modifying and supplementing certain provisions of the general status of the civil service, indicates a press release from the Minister of Digital Transition and Administrative Reform.
This proposal concerning medium and long-term sickness certificates will allow the civil servants concerned to receive their full salary in accordance with their statutory situation during the certificate period, the same source specifies. Thus, beneficiaries of a medium-term sickness certificate will receive their full salary for 3 years, whereas they currently receive it during the first 2 years only and 50% of the salary during the third.
Under the measure, beneficiaries of long-term sickness certificates will receive full pay for five years, whereas they currently receive their full salary for the first three years only and half salary for the remaining period.
Regarding the organic bill relating to the appointment to senior positions, as approved by the Government Council and the Council of Ministers, held on June 1, 2024, it aims to modify and complete the list of strategic public establishments and companies as well as that of senior positions, the press release underlines.
It will allow a series of establishments to be included in the list of strategic public establishments and companies whose managers are appointed, after deliberation, in the Council of Ministers.

This bill also provides for the removal of the High Council of the Judiciary from the list of said strategic public establishments, and the inclusion of the position of President of the General Council for Agricultural Development in the list of senior positions within administrations whose heads are appointed, after deliberation, by the Government Council.
Speaking on this occasion, the Minister of Digital Transition and Administrative Reform, Ghita Mezzour, reaffirmed the government’s willingness to interact positively with legislative initiatives, to communicate and collaborate with the relevant parliamentary committees in order to examine and discuss these initiatives, so as to contribute to strengthening social protection with a view to meeting the aspirations of civil servants in public administrations.
