House of Councillors: Mr. Laftit presents the National Program for the Modernization and Digitalization of Administrative Services of Local Authorities

“In order to improve the services provided to citizens, the General Directorate of Local Authorities, in partnership with several stakeholders, has set up a range of programs and worked to interconnect local authorities to several platforms offering a multitude of services in different areas,” explained Mr. Laftit in response to a central question on “The digitalization of local authorities” in the House of Councilors.

Referring to the “ROKHAS” platform, the minister noted that it is a unified digital counter for urban planning and economic permits, which has seen the activation of a crucial functionality allowing users to use it as soon as the deadlines set for the submission of the administrative order expire.

Mr. Laftit explained that this feature was used by the users concerned in only 31 cases out of 129 eligible cases following the expiry of the legal deadline, noting that the implementation of this feature contributed to reducing by more than 80% the number of cases that exceeded the legal deadlines between September and November 2023, compared to the same period of the previous year.

On the other hand, the Minister recalled the work on the digitization of civil status documents, which has made it possible to store more than 55 million documents dating back to 1915, also highlighting the work on the modernization of the services of the Civil Status Offices, based on several measures and mechanisms, in particular the civil status platform, the civil status management computer system, the national civil status register, the electronic exchange of civil status data and the civil and social digital identifier.

He also highlighted the operationalization of the platform “watiqa.ma,” a digital counter to receive requests for administrative documents such as extracts and full copies of birth certificates, as well as the digital registry office, in addition to the platforms “chikaya.ma” and “chafafiya.ma”.

On another note, Mr. Laftit mentioned the implementation of an integrated computer program to manage local authority disputes and formalize the electronic exchange of documents related to disputes, in addition to another remote continuing education platform for elected officials and executives of local authorities.

The minister also discussed the “majaliss” platform, deployed to digitalize the activities of local authority councils, particularly with regard to the agenda, summons and decisions.

After emphasizing the digital platform of the Kingdom’s Public Treasury, including the integrated management of expenditure, payment orders and human resources with regard to salaries and employees’ career paths, Mr. Laftit mentioned the geographic information system allowing the programming and prioritization of programs aimed at reducing territorial and social disparities in rural areas.

Furthermore, the Minister indicated that a project aimed at developing an information system dedicated to the internal audit function of local authorities is currently under development, with the aim of digitizing all aspects related to this function, specifying that this IT system will initially be tested on a sample of local authorities, with a view to generalizing it to all authorities.
