Thus, bill no. 07.22 relating to the creation of the High Authority for Health was approved in second reading by 216 votes, with two abstentions and without any opposition.
Presenting this bill, the Minister of Health and Social Protection, Khalid Ait Taleb, affirmed that the objective of this second reading is to improve the project and ensure the consistency of its provisions with the legislative texts of the health system and the specificities of the health sector.
Mr. Ait Taleb explained that this project, which is part of the reform of the health system and the implementation of the social protection project, aims to implement the provisions of article 32 of framework law 06.22 relating to the national health system, which provides for the creation of governance bodies, including the High Authority for Health.
The Minister indicated that the High Authority for Health, as a legal entity under public law, ensures the sustainability of the State’s action in the field of health, the technical supervision of compulsory health insurance, the evaluation of the quality of services provided by public and private health establishments. It can also issue opinions concerning public policies in the field of health.
In the same context, Mr. Ait Taleb specified that this High Authority is also authorized to propose draft legislative or regulatory texts related to its area of competence, as well as to suggest measures to be taken for protection against any danger threatening the health of the population, noting that public administrations, local authorities and the private sector are required to provide the High Authority with the information and data necessary for the execution of its missions.
During the same session, the House of Representatives adopted Bill No. 41.23, which provides for the cancellation of accumulated unpaid debts to the CNSS under the compulsory basic health insurance scheme (AMO), including contributions, late payment surcharges, prosecution costs and fines, owed by professionals, self-employed workers and non-employees exercising a private activity.
Mr. Ait Taleb stressed that this project is part of the implementation of the High Royal Directives aimed at generalizing the social protection project for the benefit of all Moroccans.
The minister further indicated that the main objective of this project is to offer a new opportunity to the persons concerned to enable them to benefit from the AMO.
