House of Representatives: PLF-2024 adopted in 2nd reading

During this plenary session, chaired by Rachid Talbi Alami, President of the House of Representatives, this PLF received the approval of 87 deputies and the opposition of 31 others, without any abstentions.

The amendments mainly concerned the reform of the value added tax (VAT) which will be carried out in a progressive manner during the period 2024-2026, corporate tax (IS), income tax (IR), customs measures, as well as other measures relating to the revision of the provisions of Article 6 of the Finance Bill concerning State aid to support housing and to strengthen the financial resources allocated to the Social Protection and Social Cohesion Support Fund.

In addition, the Minister of Economy and Finance, Nadia Fettah, stressed that the PLF-2024 includes several fundamental measures, including the reallocation of credits that were initially allocated to certain social programs and services in force, in particular the “Taysir” and “One Million Schoolbags” programs, in addition to the “Widows Support Program” and the “Family Solidarity Fund”.

The Minister noted that the resources from these measures will be devoted to the “Social Protection and Social Cohesion Support Fund”, which concerns the financing of social protection.

This PLF, she continued, provides for credits totaling 25 billion dirhams (MMDH), marking a record increase of 15 MMDH compared to the year 2023, indicating that the cost of this project will reach 29 MMDH annually from 2026.

According to Ms. Fettah, these credits planned for the year 2024 and the following years in favor of social protection “constitute the materialization of the effective implementation of this royal project which will make it possible to devote the spirit of solidarity between the different categories of society, in addition to the new approach to housing assistance which will contribute to consolidating the foundations of the social State to which His Majesty King Mohammed VI continues to grant the necessary attention and care.”

This approach has resulted in the creation of a new dynamic that will facilitate access to decent housing, the minister argued, recalling that the government plans to introduce direct assistance to families for the acquisition of housing during the period 2024-2028.

And to conclude that the PLF-2024 aims to “reflect the government’s firm will to continue efforts aimed at implementing the commitments of its 2021-2026 program”, in accordance with the High Royal Guidelines and the recommendations of the general report on the new development model (NMD).
