House of Representatives votes to end Dbeibah government’s term and restore supreme commander status to its president

The House of Representatives voted to end the term of the Dabaiba government and consider the Hamad government the legitimate government until a unified government is chosen.

This came during a session of the House of Representatives in Benghazi, where the Speaker of the House of Representatives, Aguila Saleh, confirmed that the Supreme Commander of the Army is the House of Representatives, as stated in the Constitutional Declaration.

Saleh said in a speech that he finds no solution to the crisis in Libya other than dividing the wealth between the regions, which would end the state of conflict, according to him.

Saleh also stressed that the preliminary phase that brought about the Presidential Council and the Government of National Unity ended with the expiry of the specified terms, calling for working on reconciliation and building an authority that would achieve local governance, end centralization, and name the governorates, according to him.

Saleh pointed out that the executive authority that came with the political agreement did not achieve anything that was stated in the agreement, including preparing the conditions for the elections, adding that there is a group that wants the situation to remain as it is, according to his expression.

Saleh also called for reviewing the Geneva Agreement for the preliminary stage, especially since it was not included in the constitutional declaration, which is considered the basis for all authorities, according to him.

Saleh explained that he had agreed with the head of the Presidential Council, Mohamed Al-Menfi, and the head of the Supreme Council of State, Mohamed Takala, at the headquarters of the Arab League in Cairo to form a unified government, but Takala apologized for not attending a second meeting to set the mechanism for forming the government, on the pretext that he had not participated in preparing the budget.

Saleh added that there is no text obligating the House of Representatives to participate in preparing the budget law, and that the Supreme Council has never participated in preparing and approving the budget since the political agreement was implemented, considering that the purpose of this absence is to obstruct reaching a unified government, according to him.
