The State has proceeded to identify the first 447 properties to be exploited to address the housing problem, through a package of 365,853 properties that have been included in the Real Estate Registry (M.A.P.).

For this purpose, the General Secretariat of Public Property of the Ministry of National Economy and Finance proceeded to announce a tender with the aim of recruiting a technical consultant who will undertake:

  • the investigation and finalization of the already available data of the 447 properties that have initially been identified for the purposes of housing policy, as well as the coordination and monitoring of the next actions to confirm their suitability (technical and legal audit).
  • the investigation, processing and analysis of the real estate data registered by the Ministry of Internal Affairs, in addition to those included in the ETAD register, in order to identify the multiple entries of the same property, the missing data.

The announcement of the competition

In the announcement of the competition it is stated that: The Real Estate Registry (M.A.P.) is an application that is part of the “Digital Services of Public Property and National Endowments” and is used by Public Bodies to record all their real estate.

The number of properties registered in the M.A.P. (mostly in the years 2013–2014 and then with patchy updates) is 365,853, but is estimated to be fictitious as there are duplicate or triple entries.

Taking into account the need to utilize public properties for the purposes of implementing housing policy, 447 properties were identified, following an analysis with specific eligibility criteria by the Ministry of Finance and the ETAD”.

The main objective is the technical consultant who will be appointed to proceed with the improvement of the quality and completeness of the minimum required data of the properties in question in the M.A.P. to support the correct application of the specific criteria proposed by the political leadership for the exercise of housing policy and the identification of a greater number of properties as soon as possible, in order to defend the public interest.

The State Real Estate Registry

It is recalled that in 2012 the General Secretariat of Public Property was entrusted with the responsibility of recording all immovable property, of all public entities, in a single register. This is the Public Property Registry, which includes the property of NPDD, Public Enterprises and Organizations Ministries and supervised entities Organizations and Enterprises, whose entire share capital belongs to the public.

The Register is a digital record, which, in addition to the descriptive data of the properties, also includes geographical data, is connected to a GPS application and enables the geolocation of the properties entered in the Register.

The M.A.P. was activated in October 2023 by the Minister of National Economy and Finance Kostis Hatzidakis, at which time the procedures for updating the properties included in the M.A.P. were intensified.

The Registry platform interacts with the Land Registry on a permanent basis and draws data from it. It also interoperates with all public bodies either through digital systems that they maintain at their bases, or through user codes given to each ministry and public body.
