Having become a key purchasing criterion, the energy performance diagnosis (EPD) could be simplified, particularly with regard to small areas. This is what the Minister of Economy and Finance, Bruno Le Maire, also in charge of Energy since the reshuffle, promised on Tuesday.
During a meeting with entrepreneurs dedicated to simplification, in Viry-Châtillon (Essonne), the minister declared “to continue to think that we must simplify the DPE”. “And it will be,” he assured, “especially so that small areas are treated in the same way as larger areas.” According to him, this is “extremely important for student accommodation”.
Companies can no longer put up with paperwork, giving the same information ten times to the administration. They want simplification.
The administration must be at the service of businesses and the French, and not the other way around. She has to trust them.

“I opened the subject several months ago, I was criticized for it,” explained Bruno Le Maire. “In general when I launch a subject, (…) a fight that seems fair to me, (…) I go to the end,” he warned, agreeing that being in charge of Energy gave him now “more legitimacy to do so”.
“We will build quickly”
At the end of September, due to inflation, the minister seemed in favor of postponing the timetable for banning the rental from January 2025 of housing classified “G” and in 2028 of those classified “F” by the new performance diagnosis energy (DPE). This is no longer based on energy bills, but on the characteristics of the building. A few days later, he no longer mentioned a change in the calendar, but the need to modify the DPE which, according to him, presents “biases”.
The number two in the government also assured that there would be “a text on housing”, because there is “an emergency to build quickly in very dense areas”. “We are going to build quickly, through simplification of the rules, exemptions, support for the building sector, it will work, it will be more efficient,” he assured, affirming that this text would not resemble “the “old housing policy” and would not be accompanied by “tax measures allowing some people to line their pockets to build few housing units”.
