In Mexico, there are 11 training programs in midwifery operating and whose graduation requirement was to have attended a minimum of 40 births. These are programs that are mainly concentrated in Mexico City and the south of the country.
The Inter-Institutional Commission for the Training of Human Resources for Health (CIFRHS), which is made up of the Ministry of Health and the Ministry of Public Education accredits all academic programs, issuing a “Favorable Technical Opinion”.
With ROVE, midwifery students obtain an official certificate
What it does is enable the program to process before the Ministry of Public Education the Record of Official Validity of Studies (ROVE). With this registration, training programs can give their students an official ID that allows them to be hired in the public sector. Charter midwifery schools do not access the RVOE and therefore their graduates can only practice in the private sector.
Likewise, the CIFRHS also certifies health personnel, including nurses, through national exams as a prerequisite for graduation. Starting in 2014, a midwifery subcommittee was created and a proposal for competencies for the certification of midwives is also being prepared, which helps to standardize the different educational paths.
An added challenge in training is the lack of internship opportunities
At baseline, training programs were reviewed to identify the extent to which they included evidence-based practices. A list of 20 practices was used: the 17 practices recommended by the World Health Organization (WHO) and three practices aimed at strengthening the cultural relevance of the care provided.
Lastly, it should be noted that an added challenge in the training of midwifery personnel is the lack of opportunities to carry out their internships with adequate accompaniment and supervision. This is because obstetric practice does not fully incorporate evidence-based practices and therefore difficulties arise in applying them in clinical settings. Sometimes, during the practical phase, the students are urged to use practices and maneuvers that are not updated according to the scientific evidence that they have been instructed to avoid in their theoretical studies.
