How Russian regions are fighting coronavirus – Rossiyskaya Gazeta

by time news

Ugra became the first Russian region to introduce mandatory self-isolation for those unvaccinated from COVID-19. In Kamchatka, they began to demand QR codes in public transport. About what other measures to combat coronavirus are being taken by the constituent entities of the Russian Federation – in the material of “RG”.

From home on request

If Tatarstan was the first in Russia to introduce QR codes in public city and inter-municipal transport, then Ugra is mandatory self-isolation for the unvaccinated. And by the way, the northern region is using this experience for the second time. As explained to “RG” in the headquarters of Ugra, in June of this year, restrictive measures have already been introduced in the cities of Yugorsk and Sovetsky, thanks to which it was possible to achieve positive dynamics and stop the growth of morbidity.

The headquarters adopted further restrictions on the basis of proposals from the local Rospotrebnadzor: residents of three more cities and five rural settlements were ordered to stay at home from November 22 to December 5.

The district’s next protective protocol regarding the unvaccinated, however, does not require all the time to sit within four walls, but to breathe fresh air through the window. You can, of course, get out of the apartment. But on the most urgent and important matters. For example, in order to get to the hospital in case of a threat to life and health, to help elderly relatives, take out the trash, go to the store or pharmacy, walk the dog, and even walk in the park or square, keeping a distance. But here is the most interesting thing: citizens must record all their movements in the local electronic self-control system “Digital notification – Khanty-Mansi Autonomous Okrug-Yugra”.

“You are given a couple of hours to find a cure, and an hour to walk the dog,” says Elvira, a resident of Nefteyugansk. “What is happening in the city now?

Is it possible, for example, to go to work? Yes, it says in the Governor’s Resolution No. 155 of November 22. However, some categories of employees and specialists still need to be vaccinated – otherwise you cannot work.

We add that, according to the latest data, since the beginning of the pandemic in Ugra, 88 thousand cases of coronavirus infection have been registered, 1.6 thousand people have died.

Health is more important than a ticket

New measures to prevent the spread of covid have been introduced in the Kamchatka Territory. From November 23, passengers will be able to fly on intraregional flights and travel by intercity buses only by presenting a QR code. If he is not there, the person will be offered to return the ticket and postpone the trip. The money will be returned in this case. The system operates on all intraregional flights and on intercity buses from Petropavlovsk-Kamchatsky to the villages of Milkovo, Oktyabrsky, Esso, Klyuchi and Ust-Kamchatsk.

– The passenger must present documents confirming vaccination, a certificate of medical withdrawal or a recent illness. In addition, a person can present a certificate of the presence of antibodies, it is valid for one month, – explained the Minister of Transport and Road Construction Vladimir Kayumov. – Inter-municipal carriers prepared for such a document check, some difficulties were expected, but the passengers were responsible and for the first half of the day everyone who wanted to leave or fly had the necessary documents.

The innovation was painlessly postponed because the new anti-coronavirus requirements did not come as a surprise to the residents of the region. They were warned almost a month in advance. And before that, the QR-code system had already been extended to cultural institutions, catering and physical culture and sports complexes.

It is worth noting that it is not the code system that makes many people vaccinate, but a sense of responsibility. “This is my personal choice, – says Anna, a resident of Kamchatka. – I have a child and parents, I want to protect them and myself.” “Now many people are sick, so I decided to get vaccinated,” pensioner Lyudmila, a fellow countrywoman, supports the decision. “In addition, I am a former health worker and I believe that people should be vaccinated. We cannot know what will happen next, so vaccination is the only way to protect yourself and your loved ones. “

Code for the nursery

In Karelia, starting from December 1, parents will be able to enter the building of a preschool institution only if they have a vaccination document. The kindergarten staff on duty will receive the children and accompany them to the groups.

In mid-November, the Ministry of Education and Sports of Karelia sent recommendations to local authorities on the work of kindergartens. They indicate that municipalities must analyze the number of parents who do not have the necessary documents. Based on the results obtained, kindergartens should adopt a local act, which will consolidate the order. It is impossible to make a single decision for all gardens in the region: buildings differ in the number of entrances, available areas. The number of pupils who attend preschool institutions also varies. Accordingly, an individual approach is required.

The kindergartens themselves will appoint persons on duty for the morning reception of children, establish a place where they will receive the children and give them to their parents in the evening. If the weather is good, the children, together with the attendant, will wait for mums and dads for a walk, if not, the employees will dress and return the children to their parents at the end of the day.

Ombudsman for the rights of the child in Karelia Gennady Saraev did not agree with this practice. In his opinion, the introduction of QR codes for visiting kindergartens endangers the safety of children. They may be left without parental supervision. As the children’s ombudsman wrote on the social network, the need to assist the child in changing clothes, adherence to the diet, walks, and weather conditions in winter are not taken into account.

Nevertheless, the new order will start to work. And parents are warned about this in advance. By the way, according to the Ministry of Health of the republic, as of November 23, 81 661 people infected with coronavirus infection were registered, including 9708 children.

Who needs to get vaccinated on the Don

In the Rostov Region, mandatory immunization against coronavirus infection has been introduced for residents of the region over 60 years old. Vaccinations will also be given to elderly people with chronic diseases, including the broncho-pulmonary system, cardiovascular system, endocrine system.

The corresponding decree was signed by the chief sanitary doctor of the region, Evgeny Kovalev. “In the age group 60 years and older, a little more than 50 percent are vaccinated, while at the end of the 45th week, the incidence in this age group is maximum and 1.7 times higher than the regional average,” he said.

Lists of subjects to be vaccinated will be compiled at each medical area. Vaccination teams will persuade target audiences to get immunized and, at the same time, carry out medical examinations of people at risk. Those for whom the vaccine is not suitable for health reasons will not be given the vaccine. Older people will need to be vaccinated with the first component or single-component vaccine by December 20 of this year, and the second by January 20 of next year.

The COVID-19 situation in the region is not easy. According to Rospotrebnadzor, over the past day, the number of confirmed coronavirus infected in the Rostov region has increased by 650 people. In total, 25,335 inhabitants of the region are sick with a dangerous infection. 8,465 people have died since the start of the pandemic.
