The Human Rights Council (HRC) has proposed to ban the assignment of a single digital identifier to a person. This is reported by the newspaper “Kommersant” with reference to the “Concept of ensuring the protection of human and civil rights and freedoms in the digital space of the Russian Federation”, which was developed by a working group under the HRC.

In particular, the document proposes to protect Russians from “digital discrimination, social ratings and dependence on the digital environment.” To do this, it is necessary to introduce a moratorium “on the formation and use of integral databases on citizens, created by combining databases of personal data, the processing of which is carried out for purposes incompatible with each other,” follows from the document.

We are talking about the so-called “digital portrait” of a person, the working group proposes to prohibit its creation and use of the obtained data for commercial or other purposes or for discrimination.

On February 1 this year, Russian President Vladimir Putin instructed the government and the HRC to develop a draft concept for ensuring the protection of human rights and freedoms in the digital space. The concept should include measures to increase digital literacy of citizens of the Russian Federation and train them in information security and digital hygiene skills.
