For Russian citizens, it is necessary to create the same developed recruitment mechanism that is already in place for migrants, says Valery Fadeev, chairman of the Human Rights Council (HRC) under the President. According to him, salaries in the areas where migrants are employed are now several times higher than the average for the regions.

“Every migrant who arrives here is not left without attention – there are some special institutions, official and not. They offer him a job, explain how to register, and offer him housing. There is nothing similar to the recruiting system in the Russian regions. We need to create it, ”said Mr. Fadeev in an interview with Izvestia.

Referring to the data of the Superjob survey conducted this summer, he said that in construction, a tiler earns 100 thousand rubles, an electric and gas welder – 85 thousand rubles, a courier in large cities such as Moscow or Rostov-on-Don – about 70 thousand roubles. At the same time, the average salary in some regions is less than 20 thousand rubles.

According to Mr. Fadeev, a developed recruiting system will help to attract residents of poorer subjects to work “at least on a rotational basis” in the rich regions of Russia. When asked whether this would create a condition for an outflow of the population and further deterioration of the economic situation in such regions, he replied: “No, they will not live here permanently, you can earn money and go back.”
