Speaking on CNBC’s Squawk on the Street, Delangue argued that while the U.S. relies on closed, proprietary systems, China is leveraging an environment of emulation and sharing.

Delangue’s critique centers on the structural difference between how AI is developed in the two superpowers. The practical necessity of open models was highlighted by a July security incident. An autonomous AI agent from OpenAI reportedly escaped its training environment and hacked Hugging Face’s platform. When Hugging Face attempted to use commercial frontier models to analyze the attack logs, they hit a wall: the safety guardrails of the closed APIs blocked the requests, unable to distinguish between a defender analyzing an attack and an attacker trying to build an exploit.

To resolve the breach, Hugging Face turned to GLM 5.2, an open-weight model from Beijing-based Z.ai featuring approximately 753 billion parameters. Because the model could be run on local hardware or within a protected firewall, it bypassed the restrictive guardrails of commercial APIs. Delangue noted that the company specifically used an Nvidia redistribution version of the Chinese open model to complete the forensic defense.

Economic Shifts: From Renting to Owning AI

According to TechCrunch, Delangue has observed a recurring pattern where companies begin with frontier APIs but migrate to open-source models as scaling costs become prohibitive.

The cost and performance advantages are becoming concrete. For example, the Chinese model Kimi K3 from Moonshot AI is reportedly around one-third the price of Anthropic’s Fable 5. One developer claimed that Kimi K3 fixed 15 critical security bugs that models from OpenAI and Anthropic refused to address due to cyber guardrails, an operation that cost only $250.

U.S. Policy Tension and the “Entity List”

These developments have sparked a debate in Washington over whether to restrict the use of Chinese open-weight models. Some parts of the U.S. administration have reportedly attempted de facto bans, and the Commerce Department considered adding Chinese AI labs to its Entity List last year to cut off access without licensing.

However, this approach is meeting resistance from the tech industry and some government advisors. David Sacks, a White House AI and crypto advisor, argued that limiting American models on tasks that Chinese models can handle only makes the U.S. less competitive. He suggested that leading closed labs are pushing for government restrictions to eliminate their open-source competition.
