Human Rights Council: Moroccan Ambassador to Geneva Exposes Algerian Allegations on the Sahara

In a letter addressed to the permanent representative ambassadors in Geneva and to mandate holders to the CDH on the occasion of the 48th session of the Council, Mr. Zniber draws attention to the hostile and obsessive maneuvers carried out by the Algerian delegation at each session of this UN body to mislead the international community on the subject of the Moroccan Sahara.

“This hostility is manifested through a declaration and a side-event, always hollow and ignored, peddling lies and verbose expressions, with no connection to our agenda and our objectives,” noted the ambassador, noting that “this calculated and unacknowledged agitation finds no echo, nor is heard, and is on the contrary well decried by the overwhelming majority of delegations, including the dozens of them who express a clear understanding of the always measured and standard-compliant responses of the Moroccan delegation.”

He noted in this sense that Algeria, in its hostile maneuvers, seeks to mobilize certain circles and some very limited delegations, whose countries, for the most part, are known and prosecuted for massive violations of human rights against their own populations.

These same circles in the pay of Morocco’s enemies for decades have been attacking the Kingdom, blindly and indiscriminately, without proof, nor tangible facts, or corroborated by neutral and impartial sources, he continued.

The Moroccan delegation in Geneva has always been keen to support its statements and declarations, and to document the most salient elements regarding the situation prevailing in the Tindouf camps in Algeria, where populations have been held for nearly half a century, in the camps, reduced, militarized, suffering exactions and harassment that are now increasingly denounced internationally, noted the ambassador, who attached to this letter a video capsule, supported by written evidence, on the involvement of the Polisario separatists, in the pay of the Algerian military regime for five decades, in criminal acts of massive violations against the populations of these camps in Algeria.

He recalled in this regard the poignant testimonies expressed by former senior leaders of the militias, providing indisputable truths on the real face of the separatists and their sponsors, leading a destabilization plot against the Kingdom of Morocco, in contempt of the entire Maghreb region which faces major challenges in terms of stability and security due to the boundless adventurism of the Algerian military regime against the interests of its own people whose resources have been squandered and diverted and whose negligence, as evidenced by the unacceptable human losses due to the recent forest fires, is matched only by its blindness.

Some NGOs, acting at the global level, he continued, have denounced the ongoing crime of enlisting children in the separatist militias, thus violating humanitarian law and the Convention on the Rights of the Child under the responsibility of the Algerian regime.

Similarly, the competent European authorities have updated and established damning reports on the diversion of humanitarian aid intended for the destitute populations in the camps, for the benefit of trafficking organised by the leaders of the militias, as evidenced by the official reports of the European Commission authorities.

Furthermore, he argued, elements of unprecedented gravity, for the entire region, prove the presence of Hezbollah supervisors in the Tindouf camps and the supply of weapons by this party, having a capacity for destabilization and harm to civilian populations.

The separatist militias are also significantly infiltrated by criminal terrorist groups from the Sahel, as evidenced by the kidnapping of humanitarian workers in the Tindouf camps, which attracted global media attention, he noted.

Mr. Zniber also noted that the action of UN humanitarian institutions is also subject to blackmail, as was the case in October 2020, when the “polisario” militias broke into the UNHCR premises in Rabouni, Algeria and publicly desecrated its flag in a provocative action and a flagrant violation of humanitarian law.

On the other hand, the competent mechanisms of the Human Rights Council (HRC) and its procedures are seized of the very numerous cases of victims of acts of torture, forced disappearances, extrajudicial executions, arbitrary detentions, targeting opponents of the nomenklatura controlling these camps, under the supervision and authority of the Algerian army, for decades, without any follow-up given to these requests, which is constantly recalled through the press releases of these procedures.

“These violations are constantly denounced before UN bodies, in particular by the thousands of people who have managed to flee these camps, many of whom have been considered the most important leaders of the militias,” the ambassador recalled.

Denouncing the ordeal of the families held hostage in the Tindouf camps, he indicated that the Kingdom of Morocco remains committed, more than ever, to putting an end to this human tragedy, the historical responsibility for which lies entirely with the authors and manipulators of the separatist plot.

“The populations in the Tindouf camps, never counted, due to the refusal of the Algerian leaders, are called to return to their homeland, the Kingdom of Morocco, which has transformed the southern provinces of the Moroccan Sahara, since their recovery in 1975, from a destitute, poor and abandoned desert, into an axis of economic, social and cultural development, without equal in the region, and becoming an example of a challenge taken up at the international level,” he stressed.
