The 8th local government election in Hwasun County is in full swing to create a welfare Hwasun that all citizens can enjoy. Hwasun County (Governor Koo Bok-gyu) announced on the 22nd that it is practicing welfare for its citizens through continuous and close support to realize the 8th local government election, “A Happy Welfare Hwasun Without Exclusion.”

The core of Hwasun welfare is ▲ expanding social participation of the elderly and ensuring a lively and healthy life in old age ▲ expanding women’s policies for a happy life ▲ supporting the safe and healthy growth of children and adolescents ▲ creating a childcare environment where both children and parents are happy ▲ providing customized services for multicultural families, etc., and the five major promotion tasks and 12 key promotion projects are the core.

‘Expanding social participation of the elderly and ensuring a lively and healthy old age’ is supporting ▲operating 17 projects in 4 areas of senior job creation ▲operating 70 senior welfare facilities, 440 senior centers, and Nadri Senior Welfare Center ▲providing basic pension, support for care services for the elderly living alone, and free meals for low-income seniors.

In particular, over the past two years, senior centers have provided standing tables (394 locations, 639 places) and installed safety handles (292 locations, 696 places), and this year, conducted electrical safety inspections and replaced leakage circuit breakers (200 locations) to create a more comfortable and safe living environment for the elderly.

‘Expansion of Women’s Policies for a Happy Life’ is realizing gender equality by ▲promoting the creation of women-friendly cities, establishing a foundation for promoting gender equality policies, supporting the operation of domestic violence counseling centers, and operating the 3rd Civil Participation Group (33 people) for public-private cooperation. ▲Support for child care expenses for 222 low-income single-parent families, promoting child care support projects for 84 households, supporting women’s employment activities, promoting women’s ability development training, creating jobs and a corporate environment where women are good to work, and supporting aftercare for employed people.

In addition, the Hwasun Women’s Job Center, a military-run system, has helped approximately 1,800 women who had taken a career break find employment over the past two years through job search and recruitment counseling, job training, and group counseling programs.

‘Support for the safe and healthy growth of children and youth’ provides customized services through ▲operation of youth training center programs, support for revitalization of youth self-governing activities, ▲operation of youth cultural centers, youth after-school academies, youth counseling welfare centers, and child-friendly city children and youth councils, expansion of youth education, play, and cultural spaces and programs, guarantee of healthy growth and basic rights for female youth, and promotion of national youth dance competitions.

▲We are strengthening child welfare services by supporting the operation of child care facilities (1 location) and local children’s centers (16 locations), operating Together Care Centers (2 locations) and Dream Start (1 location), supporting children’s meals, operating a picture book library (1 location), and publicizing child abuse investigations and supporting child protection services.

In particular, the Youth Training Center opened in September 2023, and as of July, 9,935 youths have used the facility, and more than 85% of youths expressed satisfaction.

‘Creating a childcare environment where both children and parents are happy’ is committed to securing the public nature of childcare by ▲supporting child allowances, home care allowances, parental allowances (infant allowances), childcare center childcare fees, and childcare center operating expenses ▲operating the Hwasun-type 24-hour childcare system (2 locations), promoting the expansion of public daycare centers, and supporting the daycare center safety insurance premiums (28 locations).

By operating two ‘Hwasun-type 24-hour daycare centers’, which is a military campaign promise, we provide hourly daycare services when parents need emergency daycare due to night-time economic activities, illness, etc., and thus parental satisfaction is very high.

‘Provision of customized services for diverse families’ is ▲operating the nation’s first ‘multicultural team dedicated to nationals’ to provide on-site counseling for multicultural families, mentoring for early entrants through marriage and non-users of the family center, appointing interpreters for marriage immigrant women from three minority countries (Thailand, Mongolia, Uzbekistan), ▲operating high-quality family centers, and operating shared parenting centers, and we are doing our best to strengthen the capacity and support settlement for multicultural families.

Lee Seon-hwa, head of the Family Vitality Division, said, “We will do our best to create a welfare city for all citizens by discovering and promoting customized support projects targeting various classes of people in our region,” and added, “I ask citizens to actively participate in our county’s policies.”
