Dr. Ramadan Bin Zair, Secretary-General of the Arab-European Center for Human Rights and International Law and Chairman of the International Committee emanating from the Tripoli meeting, said that he had hoped to benefit during the Trans-Mediterranean Migration Forum in Tripoli from some of the experts who participated in the Tripoli meeting on irregular migration, which was held in August 2022.

It is noteworthy that the Secretary-General of the Arab-European Center for Human Rights and International Law, Dr. Ramadan Bin Zair, had participated in the Tripoli meeting – Visions on Illegal Immigration (Causes – Results – Ways to Treat It), which was held by the Libyan Public Affairs Committee in cooperation with the Arab-British Cultural Forum, the Arab-European Center for Human Rights and International Law, the National Dialogue Organization, and the Stability Support Apparatus, with the participation of local and international experts.

In a closing statement issued after that, the participants noted that the phenomenon of irregular migration must be subject to the system of public international law in accordance with Article 14 of the Universal Declaration of Human Rights, as well as to customary international law, and that the Libyan state, with its official institutions and civil society, is committed to both systems and seeks to achieve justice and fairness through a strategic partnership with the European Union.

The participants in the meeting called for establishing a direct strategic partnership between the State of Libya and the European Union in accordance with the approved Libyan and international programmes.

The participants stressed the importance of having qualified Libyan cadres who meet international requirements and who need to develop and qualify the relevant institutions.

The participants also called for not returning migrant boats from international waters beyond point 34.20 to the Libyan shores, and for the Libyan state to be provided with the necessary equipment and expertise to protect the southern borders and establish shelter centers, in addition to holding a joint meeting of the countries bordering the Mediterranean Basin to cooperate and find a joint solution in which transit countries participate to reduce human losses and the terrible violations that refugees are exposed to as a result of the spread of the phenomenon of human trafficking.

The statement pointed out the necessity of calling on all international institutions to verify and document violations of refugee rights before publishing any report on the matter, which may lead to negative results.

Participants called for depoliticizing human rights institutions and avoiding double standards that could cause these institutions to lose credibility.

During the meeting, the participants agreed to form a follow-up and communication committee headquartered in the capital, Tripoli.
