Colombian OfficialS Academic Credentials Under Scrutiny as Icfes Certification Reveals Missing Exam Records

The future of Juliana Guerrero’s potential role as Vice Minister of Youth in Colombia hangs in the balance as questions mount regarding the validity of her academic degree. A recent certification from the Colombian Institute for the Evaluation of Education (Icfes) has revealed that Guerrero did not complete the required Saber pro or Saber TyT exams – standardized tests necessary for professional licensure in the country.

The controversy stems from an administrative court ruling issued on October 2,2025,compelling Icfes to provide facts regarding the academic records of Guerrero Jiménez, formerly chief of staff at the Ministry of the Interior. The case centers on allegations of irregularities in the attainment of her public accounting degree.

Did you know?-The Saber Pro and Saber TyT exams assess core competencies for Colombian university graduates. Passing these tests is generally required for professional licensure and employment in the public sector.

On October 8, Icfes responded to the Administrative Court of Cundinamarca, confirming that no record exists of Guerrero having taken either the Saber Pro or Saber TyT examinations. Chamber representative Jennifer Pedraza Sandoval publicized the findings, stating on X, “There is fraud in your title. This is corruption. Despite this, today Juan Florian insisted that the door is open to be vice minister. Are they going to continue committing crimes? Respect the country!” – a pointed critique of recent statements from a government official regarding Guerrero’s potential appointment.

According to a document signed by Luis Rodrigo Cadavid Durán, Director of Technology and Information at Icfes, the search yielded no results for Juliana Andrea Guerrero Jiménez (identification number 1.003.275.678). Though,Icfes also noted that Guerrero has a current registration to take the Saber Pro exam in Public Accounting on November 9,2025. The agency emphasized that the certification was issued in full compliance with the court order and after validation by relevant legal and administrative bodies.

This certification is a pivotal piece of evidence in the ongoing process to determine the legitimacy of the degree Guerrero received from the San José University Foundation. The university itself has initiated an internal review to perhaps annul Guerrero’s professional title, citing non-compliance with legal requirements, including the missing Saber Pro exam results.

“In order to begin the cancellation process, a response from Icfes is required,” explained Juan David Bazzani, the San José University Foundation’s lawyer, in a statement to Caracol News. “The university sent the request several days ago and until now had not received a response.”

Pro tip:-Colombian universities are responsible for verifying students meet all graduation requirements, including exam completion. Students shoudl retain copies of all official documentation related to their studies.

The San José University Foundation, previously led by former Bogotá councilor Francisco pareja, has already taken disciplinary action, dismissing its general secretary, Luis Carlos Gutiérrez martínez, and his team. Furthermore, the institution has filed a criminal complaint alleging “obtaining a false public document and computer damage.”

Guerrero, in statements to Magazine Change, asserted that the responsibility for ensuring proper accreditation lies with the university, not with her personally. “I requested the possibility of graduating and that was it,” she stated, adding that she intends to take the Saber Pro exam in November “to resolve any doubts about my studies and thus leave behind this cumbersome event that is happening.”

Despite the ongoing scrutiny,Guerrero remains a presidential delegate to the Popular University of Cesar. Her official appointment as Vice Minister of Youth remains pending, with President Gustavo Petro withholding his signature until the questions surrounding h
