Take a good look at the object held by Congolese President Félix Tshisekedi: it is his national identity card!

It was issued to him on Friday, June 30, 2023 by ONIP, National Office for Population Identification. It was at the end of a ceremony organized at the esplanade of the territorial building on the Triomphal boulevard, in the presence of the highest representatives of the three powers of the Republic: the President of the National Assembly, the Prime Minister as well as the President of the Constitutional Court and President of the Superior Council of the Judiciary.

This ceremony also marked the launch of the operation to issue the identity card.

Prior to this ceremony, there was the pooling of data by ONIP, INS, National Institute of Statistics as well as CENI, Independent National Electoral Commission.

During the registration of voters for the December 2023 polls, the CENI had at the same time collected the biometric data of each voter. It is these data that will be used for the issuance of the identity card. As a result, the ONIP will now have the national population file.

Thus, during the 2028 elections, the CENI will no longer need to compile the electoral register. It will already be available from ONIP.

Source of revenue for the state

In the various speeches of the day, there was no allusion to the price that this card will cost. Already, it is necessary to draw the attention of the politicians who, for electoral reasons could be tempted to decree a free delivery.

One. The card has a cost to manufacture which is around five dollars apiece.
Two. The Congolese state needs the money.

In the Belgian municipality of Anderlecht, for example, the card is issued after approximately 3 weeks at a price of €28.30. It can be delivered in one day to the municipality for €163.80!

In 2004, its cost was 7.20€. That’s an increase of almost 400%.

If the 40 million voters counted this year paid for the card at 10 dollars, the state would garner 400 million dollars in revenue. We can’t spit on this jackpot.

Four decades without an identity card

The last time the Congolese state issued the identity card to citizens was in 1984. Then in 1987, there was a card issuance operation in Kinshasa. The agents of the Ministry of the Interior went plot by plot for this. Plastic cards were issued. But the operations did not go to the end.

Identity and Security

Between 1990 and today, how could the State affirm that one was a Congolese citizen and another not?

As a result, several foreigners “became” Congolese during this period. It will end now. The usurpation of nationality being punishable by law. Many people will have to be thrown in prison: all the counterfeiters. And the issuance of the identity card affecting the security of the state, already at ONIP and in all the services involved in the issuance of the identity card, the state will have to ensure the probity of the agents, the coinage of state services still corrupting the administration of the state.

Despite the modesty of the ceremony organized for the launch of the issuance of the identity card, it will have been a very nice gift offered by President Félix Tshisekedi to the Congolese, on the anniversary of the country’s independence.
