Key criteria considered were the inclusion of at least one special polling station, one more located in an indigenous community, visits to most of the mayor’s offices, preference for polling stations with high historical participation, the guarantee that the boxes were in an open space and that observers could carry out this democratic exercise.

Of the 89 specialists (49 women and 40 men) who accompanied the event, 52 belong to the IECM Observation Network and the general public; while 37 were foreign visitors from Angola, Argentina, Bolivia, Chile, Colombia, Costa Rica, El Salvador, Spain, the United States, Guatemala, Honduras, Paraguay, Peru, the Dominican Republic, Uruguay and Venezuela.

Reports from foreign observers and visitors will be published in the book “Citizen Perspective”, which is prepared by the Directorate of Liaison with External Organizations and aims to make visible the scope, recommendations and suggestions of the participants.
