Noboa referred to politicians and well-known figures now detained in La Roca. “That old Ecuador that has its number two and number three in maximum-duty prisons, that old Ecuador that talks about morality and its top leaders are in prison for corruption and drug trafficking, that old Ecuador is losing and will lose in the next elections.”

The new penitentiary complex will be built on an area of ​​12 hectares in Santa Elena, in the Juntas del Pacífico Commune in the Simón Bolívar parish. It will have an investment of 52 million and will have security modules to house 800 PPL considered to be of “high risk profile or who present a high risk of escape.”

With an exterior and interior infrastructure of six surveillance towers, each 9.5 meters high, surrounded by a nine-meter wall, six meters of concrete and three meters of mesh, in addition to maximum security modules, parking area, kitchen, laundry, armory and more; a video surveillance system with facial recognition software and other technologies.

SNAI Director Luis Zaldumbide said that it will have the most cutting-edge technology, “thanks to its deployment, which includes video surveillance systems linked to artificial intelligence software.” According to the Director, the state already has full control of the penitentiary system.

Some components of the platform include:

• Iris-based biometric roll call of prisoners: Automated system to ensure accuracy and efficiency.
• Visitor registration: Authorized visitors will be registered in the system so that the external security ring can define who can approach the center and who cannot.

According to the government, among the most prominent components, the government reported that it will have particular and unique characteristics in the prison system:

    • Closed Circuit Television (CCTV): Advanced surveillance system with comprehensive coverage and remote control.
    • Fingerprint and biometric device access control with two external security rings.
    • Vehicle Lock: With anti-terrorism bollards and under-vehicle scanning system.
    • Perimeter Detection: Sensors for early detection of intrusions.
    • Fire Detection: Complete system with photoelectric, thermal and multi-criteria detectors.
    • Customs Equipment: Metal detectors, magnometric arches and X-ray machines for thorough inspection
