IMIS publishes its latest “Policy Paper” dedicated to digital sovereignty

Written by Mouad Agouzoul, under the direction of Professor Ahmed Azirar, research director at IMIS, with the participation of Karim Amor and Victor Pauvert, this innovative document deals with digital sovereignty and how the Kingdom must gradually build and manage this strategic tool over the long term.

According to a press release from IMIS, this Policy Paper introduces, in this wake, the notion of Vitally Important Digital Assets (VIAs), with a view to gradually achieving autonomy in digital matters.

The objective stated by the Institute’s experts is to identify strategic areas that will allow for the laying of solid foundations for a sovereign and pragmatic digital policy, taking into account the realities on the ground and the capital limitations facing the Kingdom.

“Although digital sovereignty suffers from the absence of a real definition shared by all experts, the authors of this Policy Paper attempt to add to public initiatives the specific analytical prism of this concept,” the press release emphasizes.

The document also proposes to complete and extend the work undertaken by the public authorities to accelerate the dynamics of modernization and digitalization of Morocco, such as the “Maroc Digital 2030” strategy and the national strategy for artificial intelligence.

Faced with the urgency to act to strengthen the digital sovereignty of the Kingdom, the authors explore and list the critical areas to be promoted in the digital sovereignty strategy and aim, through this analysis, to map the critical interests, the key digital players and the way for the Moroccan ecosystem to generate a cyber force capable of acting in the theater of cyberwar to preserve the vital interests of the country.

In this context marked by the increasing globalization of digital activities, this Policy Paper proposes a number of pragmatic recommendations for the public and private sectors, accompanied by an implementation roadmap and a governance model, taking into account the prospects for co-development and collaboration on the African continent and in the South-South-North relationship.
