Throughout the last few months the Mexican Social Security Institute (IMSS) It has been embroiled in multiple controversies. One of the largest is related to the shortage of medicines. Even the complaint led to constant demonstrations by parents of children with cancer, assuring that the treatments had been interrupted.

IMSS denies shortage of medicines

Despite this type of criticism, the director of the Institution, Zoé Robledo, stressed that the current administration has ordered the process of purchasing medicines under a logic of traceability and monitoring in their acquisition. As a result, he claimed that in 2022, 224 million prescriptions were filled, which is a historic figure for the institution.

The official pointed out that previous governments established 32 heterogeneous, non-systematized and inertial supply models. Historical consumption was used to estimate demand, a purchase volume limited by the budget, in addition to generating out-of-pocket spending for the population.

He explained that the Health sector as a whole implemented a purchase planning process with a clinical approach, where specialists from each condition identify the best treatment available in the world, without administrative criteria; public health, which calculates the demand according to the characteristics of the population; and the economic, with the strength of a consolidated purchase to reduce prices and generate savings.

He general director of IMSS He emphasized that the result of this scheme generated the reduction of prices and sustainability of the access of medicines to the population through standardized schemes, in addition to eliminating hundreds of keys that were no longer produced.

Zoé Robledo highlighted that, in the ordinary regime of the institute, from 2019 to 2023, 900 million prescriptions have been filled; “Now what we need is for the same thing to happen in the IMSS-Welfare in the states that are in the federalization of health services.”

In the case of entities that have transferred units to the IMSS-Well-being model, there is an increase in the number of medication codes in health centers and hospitals in Baja California Sur, Campeche, Colima, Nayarit, Sinaloa, Sonora, Tlaxcala and Veracruz.

“It is about 472 percent more passwords in health centers, there were health centers that handled only 50 passwords and that today are above 150. And at the second level, an increase of 263 percent of passwords.”

He indicated that work is being done so that IMSS-Benestar implements the Social Security purchasing model, which makes average monthly consumption of each of the units and hospitals, based on the needs of the population and its epidemiological profile, in order to estimate demand more accurately.

He explained that in order to take advantage of purchasing power, consolidated acquisitions with open and non-scheduled contracts have been privileged, that is, the institution informs the supplier how much it needs at any given time and sends an alert when it has less than two months of inventory, so that the laboratory is requested to dispense the medication.
